MONTROSE, MN Montrose City Council has authorized the city’s attorneys to draft a settlement agreement with former City Administrator Barb Swanson.
The Wright County JournalPress reported the council held a closed meeting March 9 to discuss the grievance filed by AFSCME Council 65 Local 940 on Swanson’s behalf. Following the closed session, the council voted 4-1 to move forward with a settlement.
Councilman Lloyd Johnson voted against the motion.
The council’s action followed a March 3 mediation session that reached a settlement agreement, Swanson told the Journal- Press.
Details of that settlement cannot be made public until the council approves it, which could happen as soon as the council’s March 23 meeting.
The settlement stems from a Nov. 13 emergency meeting called by then-Mayor Roy Henry, at which the council voted to terminate Swanson while in closed session. Neither the employee nor the disciplinary action was stated in an open meeting, which is required by state open meeting law. Swanson received a letter of termination Friday, Nov. 14.
Swanson responded by filing a grievance against the city. After hearing the grievance Dec. 8, the council referred the issue to City Attorney Andy Pratt, who then followed procedures in Swanson’s union contract, leading to the mediation session.
