The Special School Board Meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 4:33 p.m. on December 15, 2004. Members present: John Lideen, Charles Weber, Dan Schaible, Al Doering, Charlie Borrell, and Lori Custer; absent: Tom Hammer. Also present were Superintendent George Ladd, and Board Secretary Marilyn Greeley.

Chair Lideen opened the floor to consider approving the agenda of the December 15, 2004 Special School Board Meeting. Schaible motioned to approve the agenda; Custer seconded; passed unanimously.

Lideen and Ladd reviewed all the hand carried information. Lideen reviewed the LEARN Committee’s suggestions.

(Item 1) Borrell motioned to have the operating levy election mail in ballot March 29, 2005; Schaible seconded; discussion continued. Each board member expressed concern about the operating levy. Borrell withdrew his motion. Borrell motioned to have the operating levy mail in ballot election on March 29, 2005; Schaible seconded; those in favor: Schaible, Borrell, and Custer; opposed: Weber, Lideen, and Doering; tied vote. Lideen indicated that the board needs to go back to the drawing board. Schaible said without the audit, we are not sure what actually needs to be cut. Kubasch asked Lideen if Hammer’s proxy vote was counted; Lideen said no, if you aren’t here, we couldn’t count your vote. Discussion continued.

Doering motioned to have the operating levy mail in election on March 29, 2005; Schaible seconded; Ladd reminded the board when they talk about the dollar amount they need to have the second year helping with the first year. Lideen asked for a vote. Those in favor: Schaible, Custer, Doering, Borrell, and Lideen; opposed: Weber; motion carries by majority vote.

Lideen indicated that we don’t have to decide the amount per pupil unit today. The board decided to discuss per pupil units. Doering reviewed per pupil unit dollars. Each board member expressed their concern over pupil unit costs.

Borrell motioned to establish the levy amount of $500 for 7 yrs, and keep the existing levy; Doering second; discussion continued.

Lideen called for a vote of the motion of $500 dollars for 7 yrs.; those in favor: Doering, Borrell, and Lideen; opposed: Custer, Schaible, and Weber; tie vote.

Schaible motioned to adjourn at 5:59 pm; Weber seconded; passed unanimously.
