REGULAR SCHOOL BOARD MEETING
Monday September 9, 2013
High School Media Center
The September 9, 2013 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD#2687 was called to order at 6:02 p.m. by Chairman Schaible. After the pledge of allegiance, roll was taken with the following members present: Schaible, Heuer, Wiech, Weibel, Smith and Kocher, Tintes arrived at 6:29 p.m.. Also present were Superintendent Brad Sellner, Principals Jason Mix, Jim Schimelpfenig, and Jennifer Olson; SMS Financial Consultant Donna Wilson and Board Secretary Marilyn Greeley.
(Item IV) Schaible requested to move item A and B around, and there is an additional kindergarten teacher hire and additional recognition for the consent agenda, and item E should be an approval for the principal evaluation.
Wiech motioned to approve the agenda with the changes and additions; Smith seconded; passed unanimously.
(Item V) Charlie Bush requested the board discuss supply fees and extra-curricular fees on the agenda for a regular or work session meeting. Schaible indicated fees have been discussed before, and welcomed Mr. Bush and any community members to attend the board meetings to hear what is being discussed and decided pertaining to the school district.
(Item VI) Schaible reminded the board there is an additional kindergarten hire, and recognition.
Heuer motioned to approve the consent agenda which included the August 12, 2013 Regular Board Meeting minutes, August 26, 2013 Work Session Meeting minutes, September Bills, Enrollment, the resignation of Amber Hlavka as an English Teacher effective August 23, 2013, the employment of Michael Kerr as an English teacher effective September 10, 2013, replacing Amber Hlavka; Jessica Stifter as a 1st grade teacher at Winsted Elementary effective August 22, 2013, replacing a teacher who transitioned back to kindergarten position-which was generated by enrollment; and Gary Whitcomb as a regular route bus driver effective August 30, 2013, replacing Suzanne Brazil-Geyshick, an additional kindergarten teacher at Humphrey Elementary Stefanie Thorsen effective September 16, 2013, the second reading on the following policies: 410-Family & Medical Leave, 413-Harrassment & Violence, 414-Mandated Reporting of Child Neglect, 415-Mandated Reporting of Maltreatment, 506-Student Discipline, 514-Bullying, 522-Student Sex Nondiscrimination, 616-School District System Accountability, 806-Crisis Management, 610-Field Trips, 709-Student Transportation safety, and 710-Extra Curricular Transportation, and the following recognitions:
The School Board recognizes Mattea Karels and Felicia Votava who were recently crowned two of three girls as Winsted Ambassador for 2013-14. Congratulations Mattea and Felicia, and good luck in the future.
The School Board recognizes the Howard Lake Lions for donating school supplies to be used at the middle school. Thank you for your donation to the school district.
Superintendent Sellner also presented Jamie Wiech a certificate of completion for Phase I, II, and III School Board Member training.
Wiech seconded; passed unanimously.
Tintes arrived at 6:29 p.m.
(Item VII, Subd. A) Wiech motioned to approve the treasurer’s report; Heuer seconded; passed unanimously.
(Item VII, Subd. B) Jason Kuehn, Elementary Dean of Students, reviewed the SAR Report.
Heuer motioned to approve the SAR Report; Smith seconded; passed unanimously.
(Item VII, Subd. C) Superintendent Sellner reviewed budget considerations, and asked the board to consider items from phase three of the budget presented earlier this year, and will be brought back in October. Sellner also indicated there are some parking needs at Humphrey Elementary which could help with overflow during high need times such as open house nights, and during summer ball games at the fields by the school.
(Item VII, Subd. D) Weibel motioned to approve the maximum Certification of the proposed 2013 payable 2014 Property Levy; Wiech seconded; passed unanimously.
(Item VII, Subd. E) Wiech motioned to approve the principal evaluation; Smith seconded; passed unanimously.
(Item VII, Subd. F) Heuer motioned to adopt the resolution appointing election judges for the November 5, 2013 Special Election; Wiech seconded; those in favor: Weibel, Smith, Kocher, Tintes, Wiech, Heuer, and Schaible; opposed: none; passed unanimously.
(Item VII, Subd. G) Heuer motioned to approve a 3.5 hour para position at Winsted Elementary; Weibel seconded; passed unanimously.
(Item VII, Subd. H) Superintendent Sellner reported the building referendum committee has been working on a brochure, which should be completed by the end of the week. We are also working on stream lining information, working on a video, planning a public meeting on Monday to share the overall project with parents and community members who have expressed interest in the project, and planning to have board member attend sporting events to give out information and answer any questions people may have.
Wiech and Heuer left at 7:08 p.m..
