The December 9, 2013 Regular School Board meeting of the Howard Lake-Waverly-Winsted ISD#2687 was called to order at 6:03pm by Chairman Schaible. After the pledge of allegiance, roll was taken with the following members present: Schaible, Heuer, Wiech, Kocher, Smith, and Weibel; Tintes arrived at 6:05pm. Also present were Superintendent Brad Sellner, Principal Olson, SMS Financial Consultant Donna Wilson and Board Secretary Marilyn Greeley.
(Item IV) Donna Wilson, SMS Financial Consultant, gave the Truth in Taxation hearing presentation.
(Item V) Heuer motioned to approve the agenda; Wiech seconded; passed unanimously.
(Item VI) There were no questions or comments from visitors.
(Item VII) Heuer motioned to approve the consent agenda which included the November 12, 2013 Regular Board Meeting minutes, December Bills, Enrollment, the resignation of van driver Gene Birkholz effective December 5, 2013, the following communications: Resource Training & Solutions Communicator, Elementary Laker News, Thank you’ s from Gary Wilkes family and John Mix family, and the following recognitions:
The School Board recognizes the cast, crew, director, pit band and Drama Club for their performances of “Joseph and the Amazing Technicolor Dream Coat”. Congratulations on your successful performances at the HLWW Laker Theater.
The School Board recognizes Michelle Hofer from Shape and Style Salon for her participation in the “Shave it to Save it” event on December 3rd. Thank you for participating.
The School Board recognizes Pam Bush for her donation of hand-knit hats for the kindergarten classes. Thank you for your generosity and help keeping our students warm during the winter season!
The School Board recognizes Resource Training and Solutions, and PIE for their financial support with Winsted and Humphrey Elementary’s Donuts for Dads, Muffins for Moms events. And also thank you to Superintendent Sellner and Michelle Johnson for their help and presence at each event; we appreciate your extra hands to make it a success each year!!
The School Board recognizes PIE for their support with the upcoming roller skating units. Thank you for your continued support of the district.
The School Board recognizes Cub Scouts and Scout leader David Anderson for their donation of a document camera at Winsted Elementary. Thank you for your generosity!
The School Board recognizes the large parent group who collected snow gear for students in need. The outpouring of support and kindness for our students is second to none. Thank you.
The School Board recognizes Michelle Olson and Breanne Adickes for their donation of time in order to present positive strategies in parenting to a large parent group during a recent PIE sponsored family event.
Sellner requested the following policies to remain as first readings: 425-Staff Development, 530-Immunization Requirements, 601- School District Curriculum and Instruction Goals.
Smith seconded; passed unanimously.
(Item VIII, Subd. A) Weibel motioned to approve the resolution calling for the sale and obligating the district to the MN State credit enhancement program; Wiech seconded; those in favor: Weibel, Smith, Kocher, Heuer, Wiech, Tintes and Schaible; opposed: none; passed unanimously.
(Item VIII, Subd. B) Wiech motioned to adopt the resolution establishing procedures for reimbursement; Tintes seconded; those in favor: Heuer, Wiech, Tintes, Weibel, Smith, Kocher and Schaible; opposed: none; passed unanimously.
(Item VIII, Subd. C) Heuer motioned to approve the final 2013 payable 2014 levy limitation and certification at $4,587,605.14; Wiech seconded; passed unanimously.
(Item VIII, Subd. D) Wiech motioned to approve the treasurers report; Smith seconded; passed unanimously.
(Item VIII, Subd. E) Heuer motioned to approve the seniority list; Wiech seconded; passed unanimously.
(Item VIII, Subd. F) Superintendent Sellner reviewed spacing concerns at the elementary sites, and indicated the administration feels that we would not need additional portables at this time. However we do recommend converting the computer lab into a kindergarten classroom and purchasing lap top and carts to meet the needs at Winsted Elementary, and also have a small storage addition for cafeteria tables; and Humphrey Elementary staff would need move around and share space.
(Item VIII, Subd. G) Heuer motioned to approve the 5.5 hr. a day paraprofessional position; Weibel seconded; passed unanimously.
(Item VIII, Subd. H) Tintes motioned to approve starting a speech team with the understanding of 15 students would be on the team; however, if it falls below this level as long as it does not go below 10; Kocher seconded; passed unanimously.
(Item VIII, Subd. I) Wiech motioned to approve the written procedures for IRS compliance; Heuer seconded; passed unanimously.
(Item VIII, Subd. J) Superintendent Sellner reviewed the following goals proposed to the Negotiations Committee: Strategic planning process, and Analysis of the transportation system.
Heuer reported it is the Negotiations Committee’s recommendation to approve the goals.
Tintes motioned to approve the superintendent goals as presented; Weibel seconded; passed unanimously.
(Item IX, Subd. A) Principal Mix and Schimelpfenig reports were hand carried.
Principal Olson gave a report.
(Item IX, Subd B) Each board member gave a committee update.
(Item IX, Subd C) Superintendent Sellner gave a report.
(Item X) Next Meeting Dates:

Weibel motioned to adjourn at 7:44 p.m.; Wiech seconded; passed unanimously.
