ORDINANCE SUMMARY OF THE CITY OF HOWARD LAKE

ORDINANCE CHAPTER 2.01 through CHAPTER 2.03 – RULES OF COUNCIL

On July 19, 2016, the City of Howard Lake adopted an ordinance amending Chapters 2.01, 2.02 and 2.03, cumulatively known as the Rules of Council. No substantive changes were made; language updating the three chapters were made to reflect current practices of the City Council.

The following is intended to summarize these modifications:

Chapter 2.01 – Since January 2016, the City Council has opted to hold one regular meeting for the month. The City Council shall hold “one meeting per month to be held on the third Tuesday of the month.”

Chapter 2.02 – Councilmembers may participate in meetings via electronic means such as “skype” in accordance with Minnesota State Statute. Serial absences of councilmembers will result in graduated disciplinary action including withholding pay and removal of office. Compensation was updated to properly show the salary in effect since 2011. Councilmembers are compensated $3,750 and the mayor is compensated $5,000 annually. Special meeting pay will not apply until after the second regular meeting of the month.

Chapter 2.03 – Reflects the updated organizational structure of the City to account for the new accountant/treasurer position and revised city administrator/economic development director/clerk position. Council committees were consolidated including the parks and planning commission and public safety commission.

The ordinance modifications and summary publication were adopted unanimously by the Howard Lake City Council on July 19, 2016. A printed copy of the full ordinance is available for inspection by any person during regular office hours at the office of the City Administrator/Clerk or by standard or electronic email upon request.
