Lester Prairie City Council Minutes

May 9, 2005

The Lester Prairie City Council met in regular session on Monday, May 9, 2005. Mayor Angvall called the meeting to order at 7:00 p.m..

Motion - Foust; Second - Bruckschen; Carried - Unanimously; To accept and approve the April Minutes as submitted.

Motion - Bruckschen; Second - Foust; Carried - Unanimously; To accept and approve the April Treasurer’s Report as submitted.

General consensus of the City Council was to revisit the liquor license residency requirement at the August meeting.

General consensus of the City Council was for Councilmember Hoof to work with both contractors to resolve the issue of the alley drainage problem by the Earl Heldt residence.

Councilmember Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 250 AN ORDINANCE AMENDING SECTION 5.4 OF THE LESTER PRAIRIE MUNICIPAL CODE PERTAINING TO THE BUILDING CODE AND PRECONSTRUCTION SITE SURVEYS The foregoing ordinance was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 250 adopted by a unanimous vote this 9th day of May, 2005.

Mayor Angvall introduced the following Resolution and moved for its adoption: RESOLUTION NO. 18-05 A RESOLUTION ADOPTING CONSTRUCTION SITE POLICY The foregoing resolution was duly seconded by Councilmember Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 18-05 adopted by a unanimous vote this 9th day of May, 2005.

Motion - Bruckschen; Second - Mallak; Carried - Unanimously; To authorize Jon Stodola to act on the City’s behalf and negotiate with the City of Otsego regarding their ultraviolet disinfection system. He is further directed to offer them $10,000.00 for the system and up to $20,000.00 and request a minimum of a 1 month warranty.

Motion - Angvall; Second - Hoof; Carried - Unanimously; To authorize and direct Clerk Pawelk to serve as a representative of the City at progress meetings for the wastewater treatment facility expansion project.

Motion - Angvall; Second - Foust; Carried - Unanimously; To authorize the submission of a grant application for Wastewater Infrastructure Funding.

Motion - Hoof; Second - Mallak; Carried - Unanimously; To authorize Mayor Angvall to sign and submit a letter of request to the MN Public Facilities Authority for the city to be placed on the 2006 Intended Use Plan.

Motion - Mallak; Second - Foust; Carried - Unanimously; To authorize Clerk Pawelk to contact Lite Electric and have them upgrade the electrical wiring in the city hall kitchen with the understanding that the Lester Prairie Lions Club will pay 1/2 the cost.

General consensus of the City Council was for Clerk Pawelk to inform Maintenance Worker Mueller and have the area around the threshing machine treated for weeds.

Councilmember Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 251 AN ORDINANCE AMENDING THE WATER AND SEWER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing ordinance was duly seconded by Councilmember Bruckschen and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 251 adopted by a unanimous vote this 9th day of May, 2005.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-05 A RESOLUTION ORDERING PREPARATION OF A FACILITY PLAN STUDY AND COST REPORT FOR CONSTRUCTION OF A NEW WATER WELL AND ASSOCIATED WATER SYSTEM IMPROVEMENTS The foregoing resolution was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 19-05 adopted by a unanimous vote this 9th day of May, 2005.

Motion - Angvall; Second - Mallak; Carried - The City will purchase “Lester Prairie” magnetic signs as well as sashes for the Lester Prairie Ambassadors to utilize as a means of advertising the City. The cost is not to exceed $300.00.

General consensus of the City Council was not to pursue hiring someone to monitor the brush/compost site at this time but continue to use current staff.

Motion - Foust; Second - Mallak; Carried - Unanimously to allow Central MN Jobs & Training Services to purchase t-shirts for the youth being employed by the City with the understanding that the t-shirts be returned when he becomes no longer employed by the City.

Motion - Hoof; Second - Bruckschen; Carried - To issue a variance to Michael Lukes for the construction of an 18’x24’ shed with a 2’ side property line setback, a zero rear yard property line setback and greater than 30% lot coverage.

Motion - Hoof; Second - Bruckschen; Carried - Unanimously; To inform McLeod County Plauning & Zoning that the City does not have any objections to the sketch plans as submitted for Craig Lueck in Section 12 of Bergen Township and for Paul Neaton in Section 19 of Winsted Township.

Motion - Mallak; Second - Bruckschen; Carried - Unanimously; To hire the 2005 pool staff as recommended.

Motion - Mallak; Second - Hoof; Carried - Unanimously; To set the pool rates as follows: $1.00 for children ages 4 and under and $3.00 for everyone age 5 and over. The rate for lessons will be $25.00 per child, family passes will be $50.00 for two persons and $15.00 for each additional person on the pass.

Motion - Mallak; Second - Foust; Carried - Unanimously; To approve Change Order 1 for the pool resurfacing project in the amount of $4,800.00 which allows a spray deck decorative concrete finish to be furnished and installed around the perimeter of the pool.

Motion - Bruckschen; Second - Mallak; Carried - Unanimously; To pay the claims as submitted.

Mayor Angvall adjourned the meeting at 10:50 p.m..
