Lester Prairie City Council Minutes

August 8, 2005

The Lester Prairie City Council met in regular session on Monday, August 8. 2005. Mayor Angvall called the meeting to order at 7:00 p.m..

Motion - Foust; Second - Mallak; Carried - Unanimously; To accept and approve the July Minutes as submitted.

Motion - Hoof; Second - Bruckschen; Carried - Unanimously; To accept and approve the July Treasurer’s Report as submitted.

Motion - Mallak; Second - Foust; Carried - Unanimously; To authorize the Clerk to purchase new 100 cup coffee pots for city hall.

Motion - Hoof; Second - Mallak; Carried - Unanimously; To issue a variance to Len & Linda Juncewski for East Park Estates First and Second Addition for a reduction in street width to 31.3’ .

Motion - Foust; Second - Birkholz; Carried - Unanimously; To increase Adam Birkholz’s wage by $ .50 per hour effective with this pay period.

Motion - Hoof; Second - Mallak; Carried - Unanimously; To increase Brenda Conzet’s wage by $ .50 per hour effective with this pay period.

Motion - Bruckschen; Second - Mallak; Carried - Unanimously; To revise the job descriptions for the Lester Prairie Police Department. The change in the Chief position is that minimum requirements would include 5 years of fulltime policing experience with 2 years at a supervisory level. Police Officer 1 (Fulltime Employee) would have 260 comparable worth points. Minimum requirements would include 5 years of fulltime policing experience with an accredited law enforcement agency and be responsible for field training newly employed police officers. Police Officer 2 (Fulltime Employee) would be assigned 245 comparable worth points and minimum requirements would not change. The Corporal Position will be eliminated.

Motion - Angvall; Second - Foust; Carried - Unanimously; Based on qualifications, the City will promote Officer Mark Thiry to the Police Officer 1 position.

Councilmember Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 253 AN ORDINANCE AMENDING CHAPTER 6, SECTION 6.2.7 OF THE LESTER PRAIRIE MUNICIPAL CODE WITH REGARDING TO LIQUOR LICENSE RESIDENCY REQUIREMENT The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 253 adopted by a unanimous vote this 8th day of August, 2005.

Motion - Hoof; Second - Foust; Carried - Unanimously; To leave the bituminous curbing and barricade in place at the East end of Blake Avenue to deter through traffic. If there is an issue, it can be addressed in a year.

Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 30-05 A RESOLUTION AMENDING THE SANITATION AND RECYCLING SERVICES WITH WASTE MANAGEMENT The foregoing resolution was duly seconded by Councilmember Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 30-05 adopted by a unanimous vote this 8th day of August, 2005.

Mayor Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 31-05 A RESOLUTION AUTHORIZING THE ACCEPTANCE OF FORFEITED WEAPONS The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 31-05 adopted by a unanimous vote this 8th day of August, 2005.

Motion - Mallak; Second - Foust; Carried - Unanimously; To have Bolton & Menk, Inc. serve as the City’s engineer representative for the Construction Phase Services for Prairie Ridge 3rd Addition.

General consensus of the City Council was to not work on the 2006 budgets at this meeting but table review and discussion until the August 17th special meeting.

Motion - Mallak; Second - Foust; Carried - Unanimously; To pay the claims as submitted.

Mayor Angvall adjourned the meeting at 9:50 p.m.
