Lester Prairie City Council Minutes

December 5, 2005

Pursuant to a posted notice, the Lester Prairie City Council met in special session on Monday, December 5, 2005. Mayor Angvall called the meeting to order at 6:30 p.m.

The purpose of said special session was to conduct a Truth in Taxation Public Hearing, review and take necessary action on the 2006 budget, employee wages and benefits and award the piping work for the #4 well.

Mayor Angvall opened the Truth in Taxation Public hearing at 6:30 p.m. Clerk Pawelk discussed the proposed 2006 budget and tax levy for the taxes payable in the year 2006. She noted that as proposed, there would be approximately an 11.3% increase in the tax levy. The proposed increase would result in a levy increase in the amount of $50,703.00. She informed the City Council and those in attendance that no public input was received either orally or written. No input was received from those in attendance.

Discussion took place.

Mayor Angvall closed the public hearing at 6:45 p.m.

Clerk Pawelk reminded those in attendance that the final levy and 2006 budget would be adopted at the December 12, 2005 meeting.

General consensus of the City Council was for Clerk Pawelk to contact Christensen Piano Service in Waconia and have the piano wheels replaced.

Motion – Angvall; Second – Foust; Carried – Unanimously; Effective the first full pay period in January, 2006, part-time police officers will receive a $.25/hr. pay increase; part-time maintenance workers, assistant clerk, custodians, and full time employees will receive approximately a 5% pay increase, based on rounding, (This does not include pool staff); full time employees will receive an additional $50.00 per month insurance allotment; police officers will receive an additional $100.00/officer/per year uniform allotment; full time maintenance workers will receive reimbursement up to $125.00 per year for steel toe footwear; part-time maintenance workers will receive up to $75.00 per year for steel toe footwear and Officer Mark Thiry will receive an additional $.15/hr. on base wage rate for additional officer responsibilities.

Mayor Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 46-05 AN AGREEMENT FOR A CONTRACT EMPLOYEE The motion was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 46-05 adopted by a unanimous vote this 5th day of December, 2005.

Motion – Angvall; Second – Mallak; Carried – Unanimously; Effective January 1, 2006, the City will reimburse mileage at the rate of $.45 per mile.

Councilmember Mallak introduced the following ordinance an moved for its adoption: ORDINANCE NO. 257 AN ORDINANCE AMENDING CHAPTER 6, SECTION 6.2.7 OF THE LESTER PRAIRIE MUNICIPAL CODE WITH REGARD TO LIQUOR LICENSE RESIDENCY REQUIREMENT The motion was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 257 adopted by a unanimous vote this 5th day of December, 2005.

Motion – Hoof; Second – Mallak; Carried – Unanimously; To approve and issue the following licenses to the Dodge House: Off Sale Liquor, Sunday Liquor, Entertainment and 4 Coin Device Machines and further approve of the issuance for an Off Sale Liquor License.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 47-05 A RESOLUTION AWARDING THE #4 WELL PIPING WORK The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 47-05 adopted by a unanimous vote this 5th day of December, 2005.

Mayor Angvall adjourned the meeting at 7:55 p.m.
