Lester Prairie City Council Minutes

May 8, 2006

The Lester Prairie City Council met in regular session on Monday, May 8th, 2006. Mayor Angvall called the meeting to order at 7:00 p.m.

Motion - Hoof; Second - Mallak; Carried - Unanimously; To accept and approve the April Minutes as submitted.

Motion - Foust; Second - Bruckschen; Carried - Unanimously; To accept and approve the April Treasurer’s Report as submitted.

Councilmember Hoof introduced the following ordinance and moved for its adoption: ORDINANCE NO. 260 AN ORDINANCE AMENDING THE WATER RATES AND SEWER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Ordinance No. 260 adopted by a unanimous vote this 8th day of May, 2006.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-06 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2006 ELGIN PELICAN “P” SINGLE STREET SWEEPER The foregoing motion was duly seconded by Councilmember Bruckschen and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 19-06 adopted by a unanimous vote this 8th day of May, 2006.

Motion - Bruckschen, Second - Hoof, Carried - Unanimously; To authorize street patching of various locations with-in the City at the cost of $4,123.00.

Motion - Hoof; Second - Bruckschen; Carried - Unanimously; To obtain 2 T Mobile cell phones for the maintenance department and the city office.

Motion - Mallak; Second - Bruckschen; Carried - Unanimously; To have the stripping done at the pool parking lot and north parking area by the pool.

Motion - Bruckschen; Second - Hoof; Carried - Unanimously; To approve the revisions, as requested, to the Preliminary Plat, Phase 3, of the Prairie Ridge Development by the relocation of the wetland, storm water pond, home alignment and access to the lots.

General consensus of the City Council was there were no objections to the block party being held for the Prairie Meadows Development, including blocking off a portion of the street for the event.

Motion - Foust; Second - Hoof; Carried - Unanimously; To authorize the disposal of the Fire Department’s outdated breathing apparatus equipment by allowing approximately 5 units to be donated to another Fire Department, 4 kept by the Department for use during grass fires and a couple can be given to members for non-fire fighting use.

Motion - Bruckschen; Second - Mallak; Carried - Unanimously; To allow Juniper Street North to be blocked off from approximately 12:30 p.m. until 2:00 p.m, on Saturday, June 17, 2006, and allow the consumption of alcoholic beverages on Juniper Street North until 2:00 p.m. during the Shakopee Fire Department Motorcycle Fun Run.

Motion - Bruckschen; Second - Mallak; Carried - Unanimously; To allow a 4H sponsored activity day at the park on June 12 and 13 from 1-3 p.m. at no rental fee.

Motion - Mallak; Second - Foust; Carried - Unanimously; To hire Andrew Birkholz for the Position of Grounds Keeper at the rate of $8.00/hr. He will not be eligible for any benefits including overtime, vacation time, sick leave, etc.

Motion - Bruckschen; Second - Foust; Carried - Unanimously; Clerk Pawelk is to contact two individuals that were interested to see if they would man the compost site at the rate of $8.00/hr., with the site being open Tuesdays and Thursdays from 4:00-8:00 p.m. and Saturdays from 9:00 a.m. until 2:00 p.m. If they are interested, they are approved to be hired and the hours can be worked out between the two of them. Safety Vests are to be ordered and worn when working.

Motion - Foust; Second - Hoof; Carried - Unanimously; To have Councilmember Mallak and the Park Board work on getting pool staff lined up and Clerk Pawelk is to contact surrounding communities regarding Water Safety Instructors.

Motion - Hoof; Second - Mallak; Carried - Unanimously; To pay the claims as submitted.

Mayor Angvall adjourned the meeting at 9:55 p.m.
