Lester Prairie City Council Minutes

September 10, 2007

The Lester Prairie City Council met in regular session on Monday, September 10, 2007. Mayor Angvall called the meeting to order at 7:00 p.m.

Motion - Foust; Second - Hoof, Carried - Unanimously; To accept and approve the August Minutes as submitted.

Motion - Hoof, Second - Mallak; Carried - Unanimously; To accept and approve the August Treasurer’s Report as submitted.

Motion - Hoof, Second - Heimerl; Carried - Unanimously; To trade in the Allis Chalmers mower for a Kubota mower with a 60” mower deck from Arnold’s of Glencoe at the net cost of $7.250.00 plus sales tax. The cost is to be shared between the Park and Sewer Funds.

General consensus of the City Council was to schedule an open house at the wastewater treatment facility for Saturday, October 6th, 2007 from noon to 3 p.m.

Motion - Mallak; Second - Hoof, Carried - Unanimously; To have the landscaping done, at the material cost of $2,000.00, as well as order a sign for the wastewater treatment facility similar to the current City of Lester Prairie signs.

Motion - Mallak; Second - Foust; Carried - Unanimously; To have the patching done for the parking lot at the wastewater treatment facility.

Motion - Heimerl; Second - Foust; Carried - Unanimously; To renew and enter into a one year Athletic Field Agreement with School District #424 at the rates of $200.00 for the Concession Stand and $2,480.00 for the other park facilities.

Motion - Hoof, Second - Mallak; Carried - Unanimously; To grant a special use permit to Tim Dahl, owner of the property at 2301 Hope Avenue, for a home occupation of car detailing operated by David Lacina and Tim Dahl.

General consensus of the City Council was to meet on Tuesday, October 9th, Tuesday, November 13th and Monday, December 3 at 6:30 p.m. for the Truth in Taxation Public Hearing.

Motion - Angvall; Second - Mallak; Carried - Unanimously; To hire Brian Johnson from Waconia as a part-time officer.

General consensus of the City Council was to meet in special session on Tuesday, September 18th at 7:00 p.m. to get together with a marketing firm and any other business deemed necessary.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 36-07 A RESOLUTION AMENDING THE SANITATION RATES The foregoing motion was duly seconded by Councilmember Heimerl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 36-07 adopted by a unanimous vote this 10th day of September, 2007.

Motion - Heimerl; Second - Foust; Carried - To make $60,000.00 available for the downtown park project in 2008 from Park Fund reserves.

General consensus of the City Council was for the property owners adjacent to the alley between Maple and Juniper Streets North to be contacted regarding the trimming of their trees, shrubs, hedges, etc. that protrude into the alley right-of-way. Xcel Energy should be contacted regarding the overgrown trees and the City’s Maintenance personnel should see what they can do regarding trimming.

General consensus of the City Council was to decrease the Park Budget by $9,800.00 and to increase the city hall budget $70,000.00 for remodeling of the current building for use by the Police Department and City office.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 35-07 A RESOLUTION ESTABLISHING THE PROPOSED 2008 LEVY The foregoing motion was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 35-07 adopted by a unanimous vote this 10th day of September, 2007.

Motion - Hoof, Second - Heimerl; Carried - Unanimously; To pay the claims as submitted.

Mayor Angvall adjourned the meeting at 10:03 p.m.
