January 7, 2008
The Lester Prairie City Council met in regular session on Monday, January 7th, 2008. Mayor Eric Angvall called the meeting to order at 7:00 p.m.
Motion - Foust; Second - Hoof, Carried - Unanimously; To accept and approve the December, 2007 Minutes as submitted.
Motion - Mallak; Second - Foust; Carried - Unanimously; To accept and approve the December, 2007, Treasurer’s Report as submitted.
Brad Kollmann and Gordy Pehrson were in attendance to present the second place Safe & Sober Campaign Award to the Police Department and City. The award has a monetary value of $2,000.00 and can be used for equipment, training, overtime wages, etc..
Motion - Hoof; Second - Mallak; Carried - Unanimously; To authorize the release of $100,000.00 in securities as held by Wachovia Securities, LLC on behalf of Gridor Construction however, the City will retain $110,000.00 for now.
General consensus of the City Council was to have Miles Seppelt, Economic Development Director for the City of Hutchinson to make a presentation regarding a county wide Economic Development Authority to the City Council at their February meeting.
Motion - Hoof; Second - Foust; Carried - Unanimously; To approve the payment of the claims made in December, 2007.
Motion - Hoof; Second - Foust; Carried - Unanimously; To not designate a firm to serve as the City Engineer at this time but rather consider an engineering firm on a project basis.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 3-08 AN AGREEMENT FOR A CONTRACT EMPLOYEE The foregoing motion was duly seconded by Councilmember Heimerl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 3-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 1-08 A RESOLUTION ALLOWING PURCHASES AT ANGVALL HARDWARE & MERCANTILE, INC. The foregoing motion was duly seconded by Councilmember Heimerl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 1-08 adopted by a majority vote this 7th day of January, 2008.
Councilmember Mallak introduced the following resolution and moved for its adoption: RESOLUTION NO. 2-08 A RESOLUTION ALLOWING AUTOMOTIVE SERVICES AT ANDYS BODY SHOP The foregoing motion was duly seconded by Councilmember Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 2-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 4-08 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilmember Heimerl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 4-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 5-08 A RESOLUTION AMENDING THE BASIC PERSONNEL POLICY FOR THE CITY OF LESTER PRAIRIE, EFFECTIVE JANUARY 1, 2008 The foregoing motion was duly seconded by Councilmember Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 5-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Mallak introduced the following resolution and moved for its adoption: RESOLUTION NO. 6-08 A RESOLUTION AUTHORIZING THE SALE OF UNCLAIMED PROPERTY The foregoing motion was duly seconded by Councilmember Heimerl and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 6-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Mallak introduced the following resolution and moved for its adoption: RESOLUTION NO. 8-08 A RESOLUTION ALLOWING THE SALE OF A 1987 CHEVROLET C-70 TRUCK The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution 8-08 adopted by a unanimous vote this 7th day of January, 2008.
Councilmember Mallak introduced the following resolution and moved for its adoption: RESOLUTION NO. 7-08 RESOLUTION ALLOWING A PREMISE PERMIT The foregoing motion was duly seconded by Councilmember Hoof and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution No. 7-08 adopted by a majority vote this 7th day of January, 2008.
Motion - Hoof; Second - Foust; Carried - Unanimously; To pay Clerk Pawelk according to the Well Pay Policy for 2007.

Motion - Heimerl; Second - Hoof; Carried - Unanimously; To approve of the additional expenditure of $484.00 for the police department remodeling project based on building code requirements.
Motion - Hoof; Second - Heimerl; Carried - To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:05 p.m.
