Lester Prairie City Council Minutes
July 13, 2010
The Lester Prairie City Council met in regular session on Tuesday, July 13, 2010. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion Foust; Second Mallak; Carried Unanimously; To accept and approve the June Minutes as submitted.
Motion Hoof; Second Messer; Carried Unanimously; To accept and approve the June Treasurer’s Report as submitted.
Motion Hoof; Second Mallak; Carried Unanimously; To authorize and allow use of the Auto Pulse Unit to be used by the Winsted and/or Silver Lake Fire Departments/First Responder Units should the need arise.
Motion Hoof; Second Messer; Carried Unanimously; To authorize and approve Melrose Pyrotechnics, Inc. of Melrose MN to display fireworks/pyrotechnic special effects on Saturday, July 17th for Prairie Days.
General consensus of the City Council was to meet in special session on August 24, 2010, at 7 p.m. in city hall to meet with the Townships to discuss the 2011 Fire Department Budget and to work on the City’s 2011 budget following that discussion.
Motion Hoof; Second Messer; Carried Unanimously; The sidewalk ordinance should be amended that requires a minimum of four feet of clearance between merchandise on the sidewalks and the face of the curbing and no flammables/explosives are to be stored on the sidewalks.
Motion Messer; Second Hoof; Carried To authorize and approve the purchase of a new 3 bag grass catcher for the Kubota mower from Arnold’s in Glencoe at the cost of approximately $2,150.00.
Motion Heimerl; Second Mallak; Carried Unanimously; To allow the Police Department to have the option of having traffic offenders participate in the Driver Awareness Program as offered through McLeod County Sheriff’s Department.
Motion Heimerl; Second Foust; Carried Unanimously; To allow up to $100.00 to be used from the Park Budget for the downtown park dedication refreshments for the volunteers and persons that worked on the project.
General consensus was to allow the Herald Journal create and donate plaques for the downtown park dedication.
Motion Hoof; Second Heimerl; Carried Unanimously; To advise McLeod Planning & Zoning that neither the Planning & Zoning Commission nor the City Council has any objections for a conditional use permit being issued to Jeffrey and Jennifer Forcier for the construction of an accessory structure, to replace one damaged by a fire, that would be greater than 2,000 square feet on a parcel less than 10 acres in size.
General consensus was to table further discussion regarding mosquito control until the budget meeting.
General consensus was to remain with Lester Buildings to do the door and frame replacement at city hall.

Mayor Heimerl adjourned the meeting to 8:32 p.m.
