September 14, 2010
The Lester Prairie City Council met in regular session on Tuesday, September 14, 2010. Acting Mayor Hoof called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the August Minutes as submitted.
Motion – Mallak; Second – Messer; Carried – Unanimously; To accept and approve the August Treasurer’s Report as submitted.
General consensus of the City Council was to review the information and make a decision at their October meeting as to whether to proceed with doing a treatment facility, watermain looping, or nothing.
Motion – Mallak; Second – Messer; Carried – Unanimously; To proceed with the catch basin repairs in the Prairie Ridge Development.
Motion – Mallak; Second – Foust; Carried – Unanimously; To direct Jake Saulsbury of Bolten and Menk to prepare plans and specifications as well as, obtain quotes for the October meeting.
General consensus of the City Council was Mr. Angvall needs to remove the propane tanks from the sidewalk prior to December 1st as the City views it as a safety hazard.
General consensus of the City Council was to table action regarding a Mosquito Control contract until the October meeting.
General consensus was that Mr. Crown would need to keep the vacant lot mowed for tall grasses and weeds per the Municipal Code.
General consensus of the City Council was to obtain additional information from the City’s attorney and table further discussion regarding the lilac vision obstruction until the October meeting.
General consensus of the City Council was to not make a commitment for athletic field lighting at this time however, efforts should be made to continue seeking donations, fund raising, etc. for a lighting project to take place.
Motion – Mallak; Second – Hoof; Carried – Unanimously; To set an appliance/recycling date for Saturday, October 2, from 8 a.m. – Noon at the pool parking lot.
Motion – Mallak; Second – Hoof; Carried – Unanimously; To purchase 18 - 4.5’ spiral snowflakes from Northern Lights Display at the cost of $4,873.00 and install electrical service on two poles for the total estimated cost of $6,042.00.
Motion – Heimerl; Second – Hoof; Carried – Unanimously; To change the weekday compost site hours to 3 p.m. until 7 p.m. effective October 1 through October 30th and close the site as of October 30th.
General consensus of the City Council was to set the Truth in Taxation meeting for 6:00 p.m. on December 14, 2010, prior to the regular meeting of the City Council.
Motion – Foust; Second – Mallak; Carried – To have Clerk Pawelk prepare an updated License Agreement, for the property at 130 Redwood Street North for the alley encroachment, with the rental fee of $75.00 per year for a term of 5 years.
Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION NO. 18-10 A RESOLUTION ESTABLISHING THE PROPOSED 2011 LEVY The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken.
Mayor Heimerl declared Resolution No. 18-10 adopted by a unanimous vote this 14th day of September, 2010.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-10 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken.
Mayor Heimerl declared Resolution No. 19-10 adopted by a unanimous vote this 14th day of September, 2010.
Motion – Hoof; Second – Mallak; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:35 p.m.
