March 8, 2011
The Lester Prairie City Council met in regular session on Tuesday, March 8, 2011. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the February Minutes as submitted.
Motion – Mallak; Second – Angvall; Carried – Unanimously; To accept and approve the February Treasurer’s Report as submitted.
Motion – Heimerl; Second – Mallak; Carried – Unanimously; To authorize the purchase of 5,000 sandbags.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize the purchase of a 3-inch sewage pump from USA Bluebook and necessary electrical work to be completed.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 12-11 A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR TRUNK WATERMAIN ALONG COUNTY STATE AID HIGHWAY 9 (C.S.A.H.) AND ORDERING ADVERTISEMENT FOR BIDS The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution 12-11 adopted by a unanimous vote this 8th day of March, 2011.
Councilmember Mallak introduced the following resolution and moved for its adoption: RESOLUTION NO. 13-11 A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR WATER TREATMENT FACILITY AND ORDERING ADVERTISEMENT FOR BIDS The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 13-11 adopted by a unanimous vote this 8th day of March, 2011.
Councilmember Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 14-11 A RESOLUTION AWARDING THE SANITARY SEWER CONSTRUCTION WORK FOR THE CENTRAL AVENUE UTILITIES PROJECT The foregoing motion was duly seconded by Councilmember Mallak and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 14-11 adopted by a unanimous vote this 8th day of March, 2011.
General consensus of the City Council was that Councilmember Angvall should assume the areas of City Utilities for operations, buildings and related equipment which include water, water tower, sewer, storm sewer.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To direct Clerk Pawelk to work with the City’s attorney regarding a grant program funded by the City for business solar energy installations.
Motion – Mallak; Second – Foust; Carried – Unanimously; To allow the Dodge House and One Eyed Willy’s sponsor a bean bag tournament, street dance and outside food and liquor sales on May 21 however, all expenses, including Police security are to be covered by the event.
Motion – Foust; Second – Messer; Carried – Unanimously; To waive the rental fee for the Trivia/Knowledge Bowl that will be held on May 22 in conjunction with the City’s 125th Anniversary events.
General consensus of the City Council was to allow Stan and Charlotte Ehrke to take the 1976 Bi-Centennial group picture, the 1986 Centennial church service picture, the 1970’s aerial view of the City, the 1929 town site plat map and the afghan quilt to be on display at the McLeod County Museum. They can also take the painting of the old city hall and the Lester Prairie Municipal golf course print however, they are to be returned to city hall.
Councilmember Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 15-11 A RESOLUTION OPTING TO JOIN THE VOLUNTARY STATEWIDE LUMP-SUM VOLUNTEER FIREFIGHTER RETIREMENT PLAN The foregoing resolution was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 15-11 adopted by a majority vote this 8th day of March, 2011.
Motion – Mallak; Second – Messer; Carried – To grant a pay increase to Gerald Bandemer in the amount of $ .53/hr.
Motion – Angvall; Second – Mallak; Carried – Unanimously; To hire Glieden Enterprises, LLC from Belgrade to do cracksealing.
General consensus of the City Council was to allow free open swim on Saturday and Sunday during Prairie Days weekend.
Motion – Mallak; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 8:34 p.m.
