September 13, 2011
Pursuant to public notice of the time change, the Lester Prairie City Council met on Tuesday, September 13, 2011. Acting Mayor Angvall called the meeting to order at 7:15 p.m.
At 7:15 p.m., Acting Mayor Angvall opened the Special Assessments public hearing. Clerk Pawelk reviewed the special assessment listing and stated one assessment for lawn mowing, in the amount of $ 180.00, would need to be removed as it was assessed in error. No public input was received.
Discussion took place.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 34-11 A RESOLUTION ADOPTING ASSESSMENT FOR UNPAID BILLS The foregoing motion was duly seconded by Councilman Mallak and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Resolution No. 34-11 adopted by a unanimous vote this 13th day of September, 2011.
Acting Mayor Angvall closed the public hearing at 7:25 p.m.
Motion – Mallak; Second – Foust; Carried – Unanimously; To accept and approve the August Minutes as submitted.
Motion – Mallak; Second – Foust; Carried – Unanimously; To accept and approve the August Treasurer’s Report as submitted.
Acting Mayor Angvall turned the meeting over to Mayor Heimerl at 7:30 p.m.
General consensus of the City Council was for Councilman Messer to review the city hall rental agreement and bring suggestions to a future meeting.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize a $500.00 expenditure for the purchase of 20 or more trees.
Mayor Heimerl introduced the following ordinance and moved for its adoption:
ORDINANCE NO. 294 AN ORDINANCE ESTABLISHING REGULATIONS FOR THE USE OF GOLF CARTS ON CITY STREETS WITHIN THE CITY OF LESTER PRAIRIE AND AMENDING CHAPTER 4 OF THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Mallak and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 294 adopted by a unanimous vote this 13th day of September, 2011.
General consensus was Councilman Mallak will speak with Litzau Excavating to get one estimate for building removal and cleanup and a second estimate for demo
removal and cleanup. Mayor Heimerl will talk to the Fire Chief to obtain further information for a training session to burn the building. Further discussion was tabled until the October meeting.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 35-11 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2012 POLICE INCEPTOR VEHICLE The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 35-11 adopted by a unanimous vote this 13th day of September, 2011.
General consensus of the City Council was to retain the 2007 squad for another year.
General consensus of the City Council was to have Councilman Angvall contact a couple of companies that install solar panels and have them give presentations to the City Council at a future meeting.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 33-11 A RESOLUTION ESTABLISHING THE PROPOSED 2012 LEVY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 33-11 adopted by a majority vote this 13th day of September, 2011.
Councilman Angvall introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 294 AN ORDINANCE AMENDING SECTION 5.6 PLANNING COMMISSION, SPECIFICALLY SECTION 5.6.5 OF THE LESTER PRAIRIE MUNICIPAL CODE The foregoing motion died for a lack of a second. Mayor Heimerl declared Ordinance No. 294 failed due to a lack of a second.
General consensus of the City Council was to not have the two Frisbee golf baskets purchased until next year rather than storing them through the winter.
Motion – Mallak; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:08 p.m.
