October 11, 2011
The Lester Prairie City Council met in regular session on Tuesday, October 11, 2011. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Mallak; Carried – Unanimously; To accept and approve the September Minutes as submitted.
Motion – Messer; Second – Angvall; Carried – Unanimously; To accept and approve the September Treasurer’s Report as submitted.
General consensus of the City Council was for Councilman Foust to talk with Mr. Scoblic, the shop teacher at the High School to see if this is a project his shop class may like to take on. If so, he would further research the website mentioned in the article to obtain additional information regarding how the boxes are built. The website is www.littlefreelibrary.org.
Motion – Foust; Second – Mallak; Carried – Unanimously; To waive the city hall rental fee for a Holiday Expo fundraiser on November 12th.
Motion – Angvall; Second – Heimerl; Carried – Unanimously; To allow the school to use the City’s voting machine and booths. They would be required to pick them up and return them as well as pay for any damage if it were to occur.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 36-11 RESOLUTION AUTHORIZING THE SUBMISSION OF AN XCELL ENERGY GRANT APPLICATION FOR INSTALLATION OF SOLAR ELECTRIC PANELS The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 36-11 adopted by a unanimous vote this 11th day of October, 2011.
Motion – Mallak; Second – Angvall; Carried – Unanimously; To accept the snow removal quotes from Litzau Excavating.
Motion – Heimerl; Second – Mallak; Carried – Unanimously; To approve the purchase of a new wing plow from Crysteel Truck Equipment from Lake Crystal, in the amount of $9,968.36.
Motion – Foust; Second – Mallak; Carried – Unanimously; To approve the purchase of a new sander from Crysteel Truck Equipment of Lake Crystal in the amount of $9,118.58.
Councilman Angvall introduced the following ordinance and moved for its adoption: ORDINANCE NO. 295 AN ORDINANCE AMENDING CHAPTER 5, SPECIFICALLY SECTION 5.1.2 GENERAL REGULATIONS, SPECIFICATION SECTION 5.1.2(b) IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNCIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 295 adopted by a unanimous vote this 11th day of October, 2011.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 37-11 A RESOLUTION APPROVING AND ADOPTING A WATER EMERGENCY AND CONSERVATION PLAN The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 37-11 adopted by a unanimous vote this 11th day of October, 2011.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 38-11 A RESOLUTION ESTABLISHING VARIOUS RENTAL FEES AND CHARGES The foregoing motion was duly seconded by Councilman Angvall and following discussion thereon a vote was taken. Mayor Heimerl declared Resolution No. 38-11 adopted by a unanimous vote this 11th day of October, 2011.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To approve relocating the backstop on the softball field. This work will be completed by Ram Building and volunteers. Once this has been done the bleachers can be placed by 3rd base versus behind the fence.
Mayor Heimerl adjourned the meeting at 8:58 p.m.
