August 8, 2012
Pursuant to public notice of the date and time change, the Lester Prairie City Council met in regular session on Wednesday, August 8, 2012. Mayor Heimerl called the meeting to order at 6:30 p.m.
The purpose of the meeting date and time change was due to the Primary Election being held on August 14th and preliminary work on the 2013 budget.
Discussion on the 2013 budget began and was tabled so it could be resumed towards the end of the meeting.
Being 7:00 p.m., Mayor Heimerl said it was time to proceed with the regular agenda and attention would be turned back to the budgets at the end of the meeting.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the July Minutes as submitted.
Motion – Mallak; Second – Angvall; Carried – Unanimously; To accept and approve the July Treasurer’s Report as submitted.
Motion – Angvall; Second – Foust; Carried – To pay the $5,000.00 audit bill to KDV for the Fire Department Relief Association.
Motion – Heimerl Second – Foust; Carried – Unanimously; To hire Laraway Roofing of Hutchinson to replace the roof at the Wastewater Treatment Facility.
Motion – Heimerl; Second – Foust; Carried – Unanimously: To award the interior repair work at the Wastewater Treatment Facility to Lee Ford Construction at the cost of $1,623.00.
Motion – Mallak; Second – Foust; Carried – Unanimously; Since this will be the third year for Freedom Fest and since there have not been major problems in the past, this year, it will be tried to have two foot officers and an extra squad for the night which, Freedom Fest will be responsible to reimburse the City. Should there be any problems where additional coverage must be brought in, the Freedom Fest organizers will also be responsible to pay for that additional coverage.
Motion – Mallak; Second – Messer; Carried – Unanimously; To allow and approve of the Freedom Fest itinerary for September 8th and requests as submitted.
General consensus of the City Council was to contact a couple of designers and obtain a quote for what their services would cost to assist the City in developing plans, sketches, etc. for renovating the city hall. Councilman Messer should bring that information to the September meeting as well as any additional cost estimates so they can be put in to the 2013 budget.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-12 RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 19.-12 adopted by a unanimous vote this 8th day of August, 2012.
Councilman Angvall introduced the following ordinance and moved for its adoption: CITY OF LESTER PRAIRIE ORDINANCE NO. 301 AN INTERIM ORDINANCE REGARDING WIND ENERGY CONVERSION SYSTEMS; SOLAR ENERGY CONVERSION SYSTEM; ESTABLISHING A MORATORIUM; AND DIRECTING A STUDY OF OFFICIAL CONTROLS RELATED THERETO The foregoing motion was duly seconded by Councilman Mallak and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 301 adopted by a unanimous vote this 8th day of August, 2012.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 20-12 A RESOLUTION ACCEPTING RESIGNATION OF A SEASONAL POOL MANAGER POSITION The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 20-12 adopted by a unanimous vote this 8th day of August, 2012.
Motion – Angvall; Second – Heimerl Carried – Unanimously; To officially accept the Water Treatment Facility as complete and make the final payment to Eagle Construction in the amount of $6,203.01.
Motion – Angvall; Second – Mallak; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl turned the meeting back to the 2013 budget.
Mayor Heimerl adjourned the meeting at 8:55 p.m.
