October 9, 2012
The Lester Prairie City Council met in regular session on Tuesday, October 9, 2012. Acting Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the September Minutes as submitted.
Motion – Messer; Second – Foust; Carried – Unanimously; To accept and approve the September Treasurer’s Report as submitted.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 26-12 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2012 JOHN DEERE 544K LOADER WITH TRADE-IN The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Resolution No. 26-12 adopted by a unanimous vote this 10th day of October, 2012.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 25-12 A RESOLUTION ACCEPTING A GRANT FOR A GRAIN BIN RESCUE TUBE The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Resolution No. 25-12 adopted by a unanimous vote this 9th day of October, 2012.
Motion – Foust; Second – Messer; Carried – To require Art and Ann Mallak follow the City’s rental code and replace windows to meet the 5.0 square foot opening requirement.
Motion – Messer; Second – Foust; Carried – To give Mr. & Mrs. Mallak until the new rental license compliance date in March, 2014 to comply with egress window replacement.
General consensus of the City Council was to have Mr. Turnquist turn the matter of non-compliant, not licensed rental units over to legal counsel.
Motion – Messer; Second – Foust; Carried – Unanimously; To accept the plan of a skating rink project as requested by the 7th Grade Future Problem Solvers Organization except, the suggestion of having hockey sticks and skates available on site.
General consensus of the City Council was for Councilman Foust to seek quotes from a commercial painter for painting of the gazebo roof.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 24-12 A RESOLUTION AUTHORIZING THE SALE OF ABANDONED PROPERTY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Resolution No. 24-12 adopted by a unanimous vote this 9th day of October, 2012.
Motion – Messer; Second – Foust; Carried – Unanimously; To allow Police Chief Carlson to spend up to $ 3,500.00 from the Police Radios Certificate to retrofit radios to narrowband for the Maintenance Department and Clerk’s Office.
General consensus of the City Council was to hold the Truth in Taxation Hearing on December 4th at 6:30 p.m., as well as, act on licenses and review the 2013 Budget.
General consensus of the City Council was to conduct a Special Assessments Public Hearing at the November 14th meeting for unpaid bills.
General consensus of the City Council was to set the meeting for November 13th at 6:30 p.m. so canvassing of election results can take place with the regular meeting to follow.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the 9 month actual budget as received.
Motion – Messer; Second – Foust; Carried – Unanimously; To award the 2012-2013 Snow Removal to Litzau Excavating per their quote.
General consensus of the City Council was not going to make any changes to the usage of the public alley.
Motion – Foust; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Acting Mayor Angvall adjourned the meeting at 8:55 p.m.
