December 11, 2012
The Lester Prairie City Council met in regular session on Tuesday, December 11, 2012. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the November Minutes as submitted.
Motion – Mallak; Second – Angvall; Carried – Unanimously; To accept and approve the November Treasurer’s Report as submitted.
Motion – Angvall; Second – Messer; Carried; To amend and adopt the 2013 budget by cutting the general property tax levy by $2,000.00 and adjust the liquor license line item in the budget to read $7,000.00.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 31-12 A RESOLUTION ESTABLISHING THE 2013 LEVY The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 31-12 adopted by a unanimous vote this 11th day of December, 2012.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 29-12 A RESOLUTION AMENDING THE BASIC PERSONNEL POLICY FOR THE CITY OF LESTER PRAIRIE, EFFECTIVE JANUARY 1, 2013 The foregoing motion was duly seconded by Councilman Foust following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 29-12 adopted by a unanimous vote this 11th day of December, 2012.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 30-12 A RESOLUTION HIRING A PART-TIME POLICE OFFICER The foregoing motion was duly seconded by Councilman Mallak and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 30-12 adopted by a majority vote this 11th day of December, 2012.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize Clerk Pawelk to pay the 2012 claims as submitted prior to the end of December.
Motion – Angvall; Second – Messer; Carried – Unanimously; To contract with Kahnke Brothers Inc. of Victoria to do the 2013 spring and fall work for the sprinkler systems at the downtown park and city hall at the approximate cost of $1,100.00.
Motion – Heimerl Second – Mallak; Carried – Unanimously; To table further discussion on employee benefits until the January meeting to give Councilmembers time to review the benefits for any changes.
Motion – Mallak; Second – Messer; Carried – Unanimously; To table employee wages until the January meeting.
General consensus of the City Council was to keep Council meetings as the second Tuesday at 7:00 p.m.
Motion – Angvall; Second – Messer; Carried – Unanimously; To enter into an agreement with McLeod Cooperative Power for street lights at Prairie Ridge once Clerk Pawelk has obtained information regarding the quantity of lights and rates.
Motion – Foust; Second – Mallak; Carried – Unanimously; To approve of the annual bike race on Sunday, May 26th and to not charge for police coverage however, Chief Carlson should see that someone is on duty and assists as needed.
Councilman Angvall introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 301 AN ORDINANCE REPEALING A PORTION OF THE LESTER PRAIRIE MUNICIPAL CODE, SPECIFICALLY SECTION 5.10 REGARDING SOLAR ENERGY MORATORIUM AND ESTABLISHING SOLAR ENERGY EQUIPMENT AS AN ACCESSORY USE WITHIN THE CITY OF LESTER PRAIRIE AND CONTINUING WIND ENERGY MORATORIUM The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 301 adopted by a unanimous vote this 11th day of December, 2012.
General consensus of the City Council there were no objections to the conditional use permit application submitted by Litzau Excavating for gravel mining on property owned by Orville Foust in Bergen Township.
Motion – Angvall; Second – Mallak; Carried – Unanimously; To agree to the engineering service fees as proposed by Bolton & Menk Inc.
General consensus of the City Council was for the Clerk and Mayor to put together an advertisement for an assistant clerk position. Hours should be flexible up to 40 hours per week, proficient in Microsoft Office Suite, ability to work later in the day, maintain confidentiality, work with all staff and council, etc.
Motion – Heimerl; Second – Mallak; Carried – Unanimously; To have A1 Electric of Waconia work on the lighting at the downtown park at the cost of $248.00.
Motion – Mallak; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 8:52 p.m.
