March 12, 2013
The Lester Prairie City Council met in regular session on Tuesday, March 12, 2013. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the February Minutes as submitted.
Motion – Adams-Bruins; Second – Angvall; Carried – Unanimously; To accept and approve the February Treasurer’s Report as submitted.
Mayor Heimerl said the downtown park committee is still working on the issue of the gazebo roof and is to be meeting with a representative.
Councilman Messer stated the intent is to have the city hall project information ready for City Council approval at the April meeting.
Motion – Messer; Second – Foust; Carried – Unanimously; To hire Ana Hartwig as Pool Manager at the rate of $11.00/hr. and April Lee as Assistant Manager at the rate of $10.25/hr.
General consensus of the City Council was to approve they camera the sewer line on Juniper Street North and Second Avenue North.
Motion – Foust; Second – Messer; Carried – Unanimously; To authorize the purchase of a cablecast server bundle and 3 DVD players with LGX interface at the cost of $10,352.00 from EPA Audio Visual Inc. in Rockford. The funding will be taken out of the cable franchise revenue.
Motion – Messer; Second – Angvall; Carried – Unanimously; To purchase a SR Smith Splash stationery pool lift for the pool at the cost of $5,470.00 plus electrical bonding at the cost of $400.00, not including freight and sales tax, with the money to be taken from the Schwichtenberg pool donation certificate.
General consensus of the City Council was to table the issue of lining sewer lines until the May meeting since the bids for the Turnback Project will be reviewed at the April meeting and that will allow time to review finances.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 13-13 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME MAINTENANCE The foregoing motion was duly seconded by Councilmember Adams-Bruins and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 13-13 adopted by a unanimous vote this 12th day of March, 2013.
Motion – Heimerl; Second – Foust; Carried – Unanimously; To remain with the current deductible for Worker’s Compensation Insurance.
Councilman Angvall introduced the following resolution and moved for its adoption: THE CITY OF LESTER PRAIRIE RESOLUTION NO. 12-13 A RESOLUTION TO ADOPT THE MCLEOD COUNTY ALL HAZARD MITIGATION PLAN The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 12-13 adopted by a unanimous vote this 12th day of March, 2013.
General consensus of the City Council was for Maintenance Worker Greg Mueller to proceed with getting plans drafted for a maintenance building addition.
Motion – Messer; Second – Foust; Carried – To enter into a contract with Clarke Environmental Mosquito Control Management Inc. of Clearwater to do mosquito control for the 2013 season at the cost of $5,712.00 plus sales tax with the understanding there will be four consecutive treatments and then every two weeks thereafter.
Motion – Angvall’ Second – Foust; Carried – Unanimously; To enter into a five year agreement for water and wastewater operations with People Service at the rate of $15,534.00 per month for 2013-2014 with annual CPI-U increases on April 1 as determined by the December CPI-U of the preceding year.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 8:30 p.m.
