April 9th, 2013
The Lester Prairie City Council met in regular session on Tuesday, April 9th, 2013. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the March Minutes as submitted.
Motion – Messer; Second – Angvall; Carried – Unanimously; To accept and approve the March Treasurer’s Report as submitted.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 16-13 A RESOLUTION AUTHORIZING THE AWARD OF A CONTRACT TO WM. MUELLER & SONS, INC. FOR THE CONSTRUCTION OF THE 2013 INFRASTUCTURE REHABILITATION PROJECT (A.K.A. THE “TURNBACK PROJECT”) The foregoing motion was duly seconded by Councilmember Adams-Bruins and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 16-13 adopted by a unanimous vote this 9th day of April, 2013.
Motion – Angvall; Second – Messer; Carried – Unanimously; To transfer fund to the Turnback Project Fund as follows: $158,500.00 from Sewer, $114,600.00 from Water, $155,850.00 from General Savings, cash in the approximate $23,647.53 Second Avenue South Curb and Gutter Certificate when it matures and put those monies into the Turnback Project Fund.
General consensus of the City Council was for Greg Mueller to work with City Engineer Saulsbury to obtain an architect to drawn up plans for a maintenance building addition.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION 14-13 A RESOLUTION HIRING PERMANENT PART-TIME OFFICE STAFF The foregoing motion was duly seconded by Councilmember Adams-Bruins and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution 14-13 adopted by a majority vote this 9th day of April, 2013.
Motion – Angvall; Second – Messer; Carried - Unanimously; To allow Clerk Pawelk to carry over all unused vacation time due to the inability for her to use vacation time due to a lack of coverage.
General consensus of the City Council was to request a representative from EPA Audio Visual Inc. to attend the May City Council meeting to discuss recording of Council meetings.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION 15-13 A RESOLUTION HIRING SEASONAL PART-TIME MAINTENANCE STAFF The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 15-13 adopted by a unanimous vote this 9thday of April, 2013.
General consensus of the City Council was to not obtain an accident plan for city volunteers.
General consensus of the City Council was to acknowledge received for the first quarter budget for the year 2013 and there were no questions, comments or changes.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To try for one month having the compost site open week days from 4-6 p.m., unmonitored, and monitored on Saturdays from 10 a.m. – 2 p.m.
Motion – Messer; Second – Foust; Carried – Unanimously; To authorize the purchase of float sticks, barbells, float devices and ping pong balls for the pool as requested.
Motion – Adams-Bruins; Second – Heimerl; Carried – To rezone the property located at the Southwest intersection of Lincoln Avenue and Elm Street North, Lots 18 & 19 of the Auditor’s Plat, to a B1-Business District with the understanding a greenbelt will surround the south and west side of the property, any curb removed will be replaced with matching curb and the rezoning will be contingent upon purchase of the property by Jackels and Ross Concrete Inc.
Motion – Heimerl; Second – Angvall; Carried – Unanimously; To allow the ambassadors to use city hall the weekend of July 26-28 during Prairie Days at no charge.
General consensus was to not allow a drop box to be placed on the sidewalk for clothing, etc. as it was denied for another business last year and it is not pertinent to the business.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:58 p.m.
