June 11, 2013
The Lester Prairie City Council met in regular session on Tuesday, June 11, 2013. Acting Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the May Minutes as submitted.
Motion – Adams-Bruins; Second – Messer; Carried – Unanimously; to accept and approve the May Treasurer’s Report as submitted.
Councilman Messer introduced the following resolution and moved for its adoption: RESOLUTION NO. 18-13 A RESOLUTION AUTHORIZING THE AWARD OF CONTRACTS FOR THE 2013 CITY HALL REMODEL PROJECT The foregoing motion was duly seconded by Councilmember Adams-Bruins and following discussion thereon, a vote was taken. Acting Mayor declared Resolution No. 18-13 adopted by a majority vote this 11th day of June, 2013.
Councilmember Adams-Bruins introduced the following resolution and moved for its adoption: RESOLUTION A RESOLUTION AUTHORIZING AN OUTDOOR ARCHERY RANGE IN THE CITY OF LESTER PRAIRIE The foregoing motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Acting Mayor declared the resolution as failed this 11th day of June, 2013.
Motion – Messer; Second – Foust; Carried – Unanimously; To set the swimming pool hours at 1-7 p.m. everyday in order to allow other pool activities to begin at 7 p.m.
General consensus of the City Council was they were not interested in televising or recording City Council meetings and the cost of the equipment was more than they were interested in spending.
Councilmember Adams-Bruins introduced the following motion and moved for its adoption: ORDINANCE NO. 304 AN ORDINANCE AMENDING CHAPTER 5, SECTION 5.1.16.67, SPECIFICALLY ZONING MAP EXHIBIT “A”, LEGAL DESCRIPTION OF THE PROPERTY DESIGNATING LOTS 18 & 19 AS B-2 HIGHWAY COMMERCIAL DISTRICT. The foregoing motion was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Ordinance No. 304 adopted by a unanimous vote this 11th day of June, 2013.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 17-13 RESOLUTION ALLOWING A PREMISE PERMIT The foregoing motion was duly seconded by Councilmember Adams- Bruins and following discussion thereon, a vote was taken. Acting Mayor Angvall declared Resolution No. 17-13 adopted by a unanimous vote this 11th day of June, 2013.
Motion – Foust; Second – Adams-Bruins; Carried – Unanimously; To advise Engineer Jake Saulsbury of the attorney’s opinion and the insurance coverage amounts recommended by the League of MN Cities Insurance Trust to be used for Dispute Resolution and Insurance Coverage for future bidding documents.
Motion – Adams-Bruins; Second – Messer; Carried – Unanimously; To approve the preliminary subdivision of property owned by Glencoe Regional Health Services and the preliminary site plan.
Motion – Adams-Bruins; Second – Foust; Carried – Unanimously; To schedule a public hearing for July 9th, at 7:30 p.m., for the subdivision final plat of property owned by Glencoe Regional Health Services and being purchased by Casey’s General Store.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To authorize the purchase of three signs for the City’s main park and Prairie Ridge Park, as quoted by the Herald Journal Sign Department, at the cost of $798.00.
As there were no representatives were in attendance to provide information regarding Prairie Days, no discussion took place.
Motion – Foust; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Acting Mayor Angvall adjourned the meeting at 8:17 p.m..
