July 9, 2013
The Lester Prairie City Council met in regular session on Tuesday, July 9th, 2013. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the June Minutes as submitted.
Motion – Angvall; Second – Adams-Bruins; Carried – Unanimously; To accept and approve the June Treasurer’s Report as submitted.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 20-13 A RESOLUTION AWARDING THE CONSTRUCTION WORK FOR THE 2013 CIPP SANITARY SEWER REHABILITATION The motion was duly seconded by Councilmember Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 20-13 adopted by a unanimous vote this 9th day of July, 2013.
Motion – Heimerl; Second – Foust; Carried – Unanimously; To add an option of connecting the storm sewer structure located near the intersection of 2nd Avenue South and Fir Street to the storm sewer structure located near the intersection of 2nd Avenue South and Hickory Street to the Turnback Project at the approximate cost of $6,700.00, in the attempt to help alleviate storm water runoff on the property located at 124 Elm Street South. This pipe will connect the storm sewer system that flows to the west to the storm sewer system that flows to the east and will serve as an overflow during high flow times.
At 7:30 p.m., Mayor Heimerl opened the meeting for the “Final Plat Subdivision Public Hearing”. Those wishing to speak were allowed to do so.
Mayor Heimerl closed the hearing at 7:35 p.m.
Councilmember Adams-Bruins introduced the following resolution and moved for its adoption: RESOLUTION NO. 21-13 A RESOLUTION FOR SUBDIVISION OF PROPERTY AND FINAL PLAT APPROVAL The foregoing motion was duly seconded by Councilmember Angvall and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 21-13 adopted by a unanimous vote this 9th day of July, 2013.
Motion – Messer; Second – Foust; Carried – To replace three wooden doors at the pool bathhouse with steel panel doors and jambs at the cost of $2,675.80 as quoted by Lee Ford Construction.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 19-13 A RESOLUTION ACCEPTING RESIGNATION OF PART-TIME OFFICER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 19-13 adopted by a unanimous vote this 9th day of July, 2013.
Motion – Angvall; Second – Adams-Bruins; Carried – Unanimously; To accept and approve the 2013 six month actual budget.
General consensus of the City Council was to meet at 6:00 p.m. on August 13th to work on the 2014 budget with the regular meeting to follow at 7:00 p.m.
Motion – Foust; Second – Adams-Bruins; Carried – Unanimously; To notify McLeod County Solid Waste the City is in favor of their curbside appliance and electronics recycling date of August 7th.
General consensus of the City Council was to request County Commissioner Ron Shimanski to attend the August meeting to discuss the McLeod County recycling plan, policies, and procedures.
General consensus of the City Council was for the Police Chief, City Clerk, Councilman Messer and Mayor Heimerl work on possible solutions to past problems experienced with city hall rentals.
Motion – Angvall; Second – Foust; Carried – Unanimously; To not have Litzau Excavating do any rework of private property for water drainage in the Prairie Ridge Development. The homeowner could re-landscape their property, as so desired, so the water runs toward the swale that is currently there for it to run to the storm sewer.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To approve the events, street closures, parade routes, entertainment, fireworks location and schedule for Prairie Days as presented.
Motion – Foust; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:02 p.m.
