September 10, 2013
The Lester Prairie City Council met in regular session on Tuesday, September 10th, 2013. Mayor Heimerl called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the August Minutes as submitted.
Motion – Messer; Second – Angvall; Carried – Unanimously; To accept and approve the August Treasurer’s Report as submitted.
Motion – Foust; Second – Messer; Carried – Unanimously; To issue Frank Kerkvliet a Golf Cart Special Use Permit that would allow him to operate his golf cart for work purposes between the hours of 3:30 a.m. and 4:30 a.m.
Mayor Heimerl introduced the following ordinance and moved for its adoption: ORDINANCE NO. 305 AN ORDINANCE AMENDING CHAPTER 5, SECTION 5.1.16.67, SPECIFICALLY ZONING MAP EXHIBIT “A”, LEGAL DESCRIPTION OF THE PROPERTY DESIGNATING THE SAME IN THE PARTICULAR DISTRICTS OF THE MUNICIPAL CODE The foregoing motion was duly seconded by Councilmember Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 305 adopted by a unanimous vote this 10th day of September, 2013.
General consensus was for Councilman Foust to proceed attempting to make an offer for the property at 100 Maple Street South as directed by a previous motion of the City Council.
General consensus of the City Council was to set the Truth in Taxation date for December 10th at 6:30 p.m.
General consensus of the City Council was to set the piano out for garage sale days and offer it for free.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 25-13 A RESOLUTION AUTHORIZING BAY WEST TO DECONTAMINATE PROPERTY AND ASSESSING COSTS TO THE PROPERTY The foregoing motion was duly seconded by Councilmember Angvall and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 25-13 adopted by a unanimous vote this 10th day of September, 2013.
General consensus of the City Council was to table the issue of an updated city hall rental agreement until the October meeting in order for Councilmembers to review and study the information. Anyone with changes, suggestions, additions, etc. to the agreement are to contact the Clerk’s Office.
Motion – Angvall; Second – Heimerl; Carried- Unanimously; To approve the updated “Domestic Abuse and Civil Disturbances Policy” for the police department as presented.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 26-13 A RESOLUTION HIRING A PART-TIME POLICE OFFICER The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 26-13 adopted by a unanimous vote this 10th day of September, 2013.
Motion – Foust; Second – Messer; Carried – Unanimously; To approve the proposed 2014 Budget as submitted.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 24-13 A RESOLUTION ESTABLISHING THE PROPOSED 2014 LEVY The foregoing motion was duly seconded by Councilman Foust and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 24-13 adopted by a unanimous vote this 10th day of September, 2013.
General consensus of the City Council was to install the trophy cases in the north meeting room and not the entry. The coat/hat rack should be made by the individual that did the countertop work in the kitchen, four resin card tables can be ordered and wall words can be ordered but should be kept simple.
Motion – Angvall; Second – Messer; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:15 p.m.
