Lester Prairie City Council Meeting
October 8, 2013
The Lester Prairie City Council met in regular session on Tuesday, October 8, 2013. Acting Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the September Minutes as presented.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To accept and approve the September Treasurer’s Report as presented.
Motion – Messer; Second – Angvall; Carried – Unanimously; To enter into the McLeod County Yard Waste Funding Agreement however, under Special Provisions, 4.c, iv. shall be stricken and initialed by the Acting Mayor, Clerk, and County Commissioner Shimanski.
General consensus of the City Council was for the Planning & Zoning Commission to work with the building inspector’s office to see if some clarification needs to be made in the rental dwelling ordinance.
Motion – Foust; Second – Adams-Bruins; Carried – To ask Realtor Art Mallak to represent the City of Lester Prairie and offer up to $ 40,000.00 for the property at 100 Maple Street South. The funds will be taken from the Economic Development Fund.
Motion – Foust; Second – Messer; Carried – Unanimously; To direct Engineer Eckstein to order the eleven street signs and arrange for their installation along the Second Avenue South corridor at the estimated cost of $3,750.00.
Motion – Foust; Second – Adams-Bruins; Carried – Unanimously; To approve the revised city hall rental agreement, with the additional provisions, and rates.
Motion – Angvall; Second – Messer; Carried – Unanimously; To authorize inspection of the pool slide at the estimated cost of $900.00.
Motion – Messer; Second – Foust; Carried – Unanimously; To purchase a new gas stove for city hall and not incur the expense of an electrical unit.
Motion – Foust; Second – Messer; Carried – Messer; Carried – Unanimously; To authorize Clerk Pawelk to replace the kitchen pass through window.
Acting Mayor Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 27-13 A RESOLUTION HIRING A PART-TIME POLICE OFFICER Councilman Foust duly seconded the foregoing motion and following discussion, a vote was taken. Acting Mayor Angvall declared Resolution No. 27-13 adopted by a unanimous vote this 8th day of October, 2013.
Acting Mayor Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 28-13 A RESOLUTION HIRING A PART-TIME POLICE OFFICER Councilman Foust duly seconded the foregoing motion and following discussion, a vote was taken. Acting Mayor Angvall declared Resolution No. 28-13 adopted by a unanimous vote this 8th day of October, 2013.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept the 9 month actual budget as received.
Motion – Foust; Second – Messer; Carried – Unanimously; To remove Christine Dammann from probationary status, effective October 22 (6 month), and give her a $.50 per hour pay increase effective the start of the next pay period. She will not be available for consideration of another wage increase until her anniversary date, April 22.
Motion – Foust; Second – Messer; Carried – Unanimously; To adjust the compost hours to Mondays and Thursdays, 4-6 p.m. and Saturdays from 10 a.m. – 3 p.m.. Weather permitting, the site will remain open and close for the season effective Saturday, November 2.
General consensus was for Councilman Messer to obtain quotes for any additional holiday decorations for the downtown park, including planters, for the November meeting.
General consensus of the City Council was for Councilman Messer to bring back information for the November meeting along with a review of the park budget to see what funds are available.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To pay the claims as submitted.
Acting Mayor Angvall adjourned the meeting at 9:52 p.m.
