November 12, 2013
The Lester Prairie City Council met in regular session on Tuesday, November 12, 2013. Mayor Heimerl called the meeting to order at 7:00 p.m.
Councilman Adams-Bruins requested a correction in the October, 2013 Minutes. The motion in the Minutes reads “Motion – Messer; Second – Angvall; Carried – Unanimously; To enter into the McLeod County Yard Waste Funding Agreement however, under Special Provisions, 4.c, iv. shall be stricken and initialed by the Acting Mayor, Clerk, and County Commissioner Shimanski.” She stated she voted against the motion and requested the Minutes be corrected to reflect her vote.
Motion – Foust; Second – Messer: Carried – Unanimously; To accept and approve the corrected October 8, 2013 Minutes.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To accept and approve the October Treasurer’s Report as submitted.
Motion – Heimerl; Second – Adams-Bruins; Carried – Unanimously; To grant permission to School District #424 to hang banners on the fences at the ball fields as long as they do not obstruct vision and are removed in the fall.
General consensus of the City Council was to issue Frank Kerkvliet a replacement permit for his golf cart and Clerk Pawelk is to prepare a golf cart ordinance amendment. The hours of operation on certain streets shall be removed from the permit. In the ordinance amendment, a slow moving vehicle emblem and inspection sticker shall be added.
Councilmember Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 32-13 A RESOLUTION TO AUTHORIZE COUNCILMAN FOUST TO SIGN A PURCHASE AGREEMENT FOR THE PROPERTY LOCATED AT 100 MAPLE ST. SOUTH IN LESTER PRAIRIE MINNESOTA IN THE AMOUNT OF $30,000.00 The foregoing resolution was duly seconded by Mayor Heimerl and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 32-13 adopted by a majority vote this 12th day of November, 2013.
General consensus of the City Council was for Mayor Heimerl to contact Fire Chief Hoof to check into the possibility of a training burn at 100 Maple Street South. Also, Councilman Foust is to check with Litzau Excavating for quotes on building demo and debris removal.
General consensus of the City Council was to not make any changes in the sidewalk ordinance for snow removal. The adjoining property owners are responsible for the maintenance and snow removal.
Councilman Angvall introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 306 AN ORDINANCE AMENDING THE WATER RATES AND SEWER RATES IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 306 adopted by a unanimous vote this 12th day of November, 2013.
Councilman Foust introduced the following Ordinance and moved for its adoption: ORDINANCE NO. 307 AN ORDINANCE AMENDING CHAPTER 2, SPECIFICALLY SECTION 2.8 SANITATION, IN THE CITY OF LESTER PRAIRIE AND AMENDING THE MUNICIPAL CODE ACCORDINGLY The foregoing motion was duly seconded by Councilman Angvall and following discussion thereon, a vote was taken. Mayor Heimerl declared Ordinance No. 307 adopted by a unanimous vote this 12th day of November, 2013.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 29-13 POLICE P.E.R.A. DECLARATION The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 29-13 by a unanimous vote this 12th day of November, 2013.
Councilman Angvall introduced the following resolution and moved for its adoption: RESOLUTION NO. 30-13 POLICE P.E.R.A. DECLARATION The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 30-13 adopted by a unanimous vote this 12th day of November, 2013.
Motion – Foust; Second – Angvall; Carried – Unanimously; To award the 2013-2014 Snow Removal to Litzau Excavating per their quote.
Motion – Angvall; Second – Foust; Carried – Unanimously; To enter into an Assessment Agreement with McLeod County for the year 2013 at the rate of $10.50 per parcel.
Mayor Heimerl introduced the following resolution and moved for its adoption: RESOLUTION NO. 31-13 A RESOLUTION AUTHORIZING THE PURCHASE OF A 2014 POLICE INCEPTOR VEHICLE The foregoing motion was duly seconded by Councilman Messer and following discussion thereon, a vote was taken. Mayor Heimerl declared Resolution No. 31-13 adopted by a unanimous vote this 12th day of November, 2013.
Motion – Heimerl; Second – Messer; Carried – Unanimously; To authorize Clerk Pawelk to contact Coit Services and have the air ducts cleaned at city hall.
General consensus of the City Council was to have Mr. & Mrs. Seefeldt as well as the City Engineer present at the December meeting to discuss their reimbursement request.
Mayor Heimerl requested a 5 minute recess, for Clerk Pawelk to retrieve the Service Recognition Policy, which he called at 9:05 p.m.
At 9.09 p.m., Mayor Heimerl reconvened the meeting.
Motion - Heimerl; Second – Foust; Carried – Unanimously; To recognize staff for 25 plus years of service with gift cards.
General consensus of the City Council was for Councilmember Adams-Bruins to contact the McLeod County Highway Department to discuss the County Road 9 pedestrian crosswalk signage/lighting.
Motion – Heimerl; Second – Foust; Carried – Unanimously; For Clerk Pawelk to work with the reporter, Ivan Raconteur, to put a thank you in the newspaper recognizing the contractors for the remodel project at city hall.
Motion – Messer; Second – Adams-Bruins; Carried – Unanimously; To pay the claims as submitted.
Mayor Heimerl adjourned the meeting at 9:26 p.m.
