June 11, 2018
The Lester Prairie City Council met in regular session on Tuesday, June 12, 2018. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion Foust; Second Messer; Carried Unanimously; To accept and approve the May Minutes as submitted.
Motion Hoof; Second Dahl; Carried Unanimously; To accept and approve the May Treasurer’s Report as submitted.
Motion Dahl; Second Messer; Carried Unanimously; To accept the playground sign from McLeod County Public Health and place it in the City’s main park close to the new play equipment once installation is complete.
Motion Hoof; Second Messer; Carried Unanimously; To authorize the Economic Development Authority to issue a non-binding letter of offer to a property owner for land.
Motion Hoof; Second Foust; Carried Unanimously; For the City to pay for two sashes for the 2018 Ambassadors. .
Motion Hoof; Second Dahl; Carried Unanimously; To approve of an Automatic Mutual Aid Agreement between the Cities of Winsted and Lester Prairie so an auto call paging procedure will take place for structure fires and motor vehicle accidents with injuries. The First Officer at the scene may cancel the Auto Aid or increase the alarm response as determined.
Motion Dahl; Second Messer; Carried Unanimously; To authorize work to continue for the ballfield field renovation project with completion scheduled for September 15.
Motion Hoof; Second Foust; Carried To not make any changes to the Municipal Code regarding farm animals, including chickens, within the City limits.
Motion Foust; Second Hoof; Carried; To authorize a Cemetery improvement project by removing the current trees and stumps by Shannahan Tree Service and planting new trees and shrubs along County Road 1 by Kahnke Bros. with the cost not to exceed $ 4,500.00. It will be paid with money from the Cemetery Fund. The north fencing will not be removed at this time.
Motion Foust; Second Dhal; Carried Unanimously; To allow Councilman Hoof to use the City’s bobcat and to allow a portion of Juniper Street North to be closed off for the Friday night car show during Prairie Days.
Motion Dahl; Second Hoof; Carried Unanimously; To appoint the following persons to serve as election judges for the City of Lester Prairie at the primary and general elections: Head Judges Gordon Houk and Marilyn Pawelk; Judges Joyce Burandt, Shirley Dibb, Audrey Litzau, Barb Parpart and Shirley Weisenburger.
Motion Dahl; Second Messer; Carried To inform McLeod County Zoning that the City of Lester Prairie is not in favor of Conditional Use Permits being issued to Novel Energy Solar LLC for Essential Services of two 1-Megawatt Community Solar Gardens on property owned by Cecil Martin in Winsted Township as it is in conflict with the City’s Comprehensive Plan and long term growth.
General consensus was for Clerk Pawelk to schedule a joint meeting the third week of July, with the Townships and Fire Department, to discuss the 2019 Fire Department budget.
Motion Foust; Second Dahl; Carried Unanimously; To allow the Lions Club and Business Association host a circus on July 27th in the city’s main park.
Motion Foust; Second Hoof; Carried Unanimously; To back and enforce the personnel policy and be sure employees are following the policy accordingly.
Motion Hoof; Second Dahl; Carried Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:44 p.m.
