July 10, 2018
The Lester Prairie City Council met in regular session on Tuesday, July 10, 2018. Mayor Angvall called the meeting to order at 7:00 p.m.
Motion – Foust; Second – Messer; Carried – Unanimously; To accept and approve the June Minutes as submitted.
Motion – Messer; Second – Dahl; Carried – Unanimously; To accept and approve the June Treasurer’s Report as submitted.
General consensus of the City Council was to use the sand at various locations such as the volleyball court, Prairie Ridge playground area, etc. where the City has sand. Regarding the timbers, if they can’t be used, then they can be given away on a first come basis.
Motion – Dahl; Second – Messer; Carried – Unanimously; To hire Angel Achen effective January 23, 2018, at the pay rate of $ 17.42 per hour and 40 hours of vacation after 6 months. Further, she would receive 80 hours total of vacation after 1 year of service and be eligible for a pay increase effective in January based on a favorable review.
Motion – Dahl; Second – Foust; Carried – Unanimously; To have the City Attorney modify the Order for Abatement to Keith Weise to be sure all costs can be recouped including attorney fees.
Motion – Foust; Second – Dahl; Carried – Unanimously; To issue a special use permit to Joe Neaton (Property Owner) and Chikwem Ihekweazu, 600 Central Avenue, to modify usage of a portion of the building to include a used car dealership with the following stipulations: No vehicles will be displayed for sale. One parking stall will be available north of the building for employees. One parking stall will be available for storage of vehicles on the North side of the laundromat and customer parking and entrance will be on the South side of the building off Central Avenue.
General consensus of the City Council was to not change their opinion regarding the issuance of conditional use permits to Cecil Martin for solar gardens even though it is outside the City limits, it still is within the City’s planned long term growth area.
Motion – Dahl; Second – Foust; Carried – Unanimously; To accept and approve the actual six month budget.
General consensus of the City Council was to meet in a workshop setting on Tuesday, July 17th, following the joint meeting with the Fire Department and Townships, to work on the 2019 budget.
General consensus of the City Council was to not make any adjustments of the utility bill for Adam & Katie Helmbrecht due to watering their sod without installing a second water meter.
General consensus of the City Council was to not pay for parade candy as this is public funds.
Motion –Hoof; Second – Foust; Carried – Unanimously; To pay the claims as submitted.
Mayor Angvall adjourned the meeting at 8:10 p.m..
