Lester Prairie City Council Minutes

September 8, 2003

The Lester Prairie City Council met in regular session on Monday, September 8, 2003. Mayor Angvall called the meeting to order at 7:00 p.m.

Motion - Hoof; Second - Anderson; Carried - Unanimously; To accept and approve the August Minutes as submitted.

Motion - Hoof; Second - Anderson; Carried - Unanimously; To accept and approve the August Treasurer's Report as submitted.

Councilmember Bruckschen introduced the following resolution and moved for its adoption: RESOLUTION NO. 35-03 A RESOLUTION ESTABLISHING A HEARING FOR THE PROPOSED VACATION OF A STREET LOCATED IN HI-MAE THIRD ADDITION WITHIN THE CITY OF LESTER PRAIRIE

The foregoing resolution was duly seconded by Councilmember Anderson and following discussion thereon, a vote was taken.

Mayor Angvall declared Resolution No. 35-03 adopted by a unanimous vote this 8th day of September, 2003

Discussion took place regarding the Building Permit Fee Schedule. At the August meeting, the City Council requested fees be increased by 15% as of January 1, 2004, however, Clerk Pawelk requested clarification if that was for all fees or just building permit fees.

Councilmember Hoof introduced the following resolution and moved for its adoption: RESOLUTION 34-03 A RESOLUTION REGARDING BUILDING PERMIT FEE SCHEDULE

The foregoing resolution was duly seconded by Councilmember Anderson and following discussion thereon, a vote was taken.

Mayor Angvall declared Resolution No. 34-03 adopted by a unanimous vote this 8th day of September, 2003.

Motion - Anderson; Second - Bruckschen; Carried - Unanimously; To make the suggested changes in the Proposed 2004 Budget.

Councilmember Anderson introduced the following resolution and moved for its adoption: RESOLUTION NO. 33-03 A RESOLUTION ESTABLISHING THE PROPOSED 2004 LEVY

The foregoing resolution was duly seconded by Councilmember Bruckschen and following discussion thereon, a vote was taken.

Mayor Angvall declared Resolution No. 33-03 adopted by a unanimous vote this 8th day of September, 2003.

Motion - Angvall; Second - Hoof; Carried - Unanimously; To have Clerk Pawelk contact MacNeil Environmental Inc. regarding safety training and enter into an agreement with them.

Motion - Hoof; Second - Bruckschen; Carried - Unanimously; To hire Litzau Excavating to repair the storm sewer line on First Avenue South, add a catch basin to the alley and attach it to the First Avenue South storm sewer at the cost of $11,750.00.

General consensus of the City Council was to reschedule the October meeting date to October 6th due to Columbus Day, schedule the Truth in Taxation public hearing for Monday, December 1st at 6:30 p.m. and to set the final levy and 2004 Budget public hearing for Monday, December 8th at 6:30 p.m.

Motion - Angvall; Second - Bruckschen; Carried - Unanimously; To enter into an agreement with McLeod County for 2004 Assessor's services at the sum of $4,706.00.

Motion - Hoof; Second - Angvall; Carried - Unanimously; To allow the Lester Prairie Ambassador Program to use the bandstand on Saturday, September 20, 2003 during the city wide garage sales to sell doughnuts as a fundraiser.

Motion- Anderson; Second ­ Angvall; Carried - Unanimously; To authorize Clerk Pawelk to add the remaining funds donated by Art Schwichtenberg for the pool project to the Schwichtenberg Pool Fund certificate.

Motion - Anderson; Second - Hoof;' Carried - Unanimously; To authorize Councilmember Anderson to have landscaping, concrete replacement and lettering done at city hall if the funds are available in the city hall budget.

Motion - Hoof; Second - Anderson; Carried - Unanimously; To pay the claims as submitted.

Mayor Angvall adjourned the meeting at 10:10 p.m.
