ORDINANCE NO. 2009 – 03 CITY OF LORETTO, HENNEPIN COUNTY, MINNESOTA AN ORDINANCE OF THE CITY OF LORETTO, MINNESOTAREGARDING CONSUMPTION/SALE OF ALCOHOLIC BEVERAGESIN PUBLIC PLACES
THE CITY COUNCIL OF THE CITY OF LORETTO DOES ORDAIN:
SECTION 1. The Loretto Code of Ordinances Section 903:55 is hereby amended by deleting the language in strikeout, to read as follows:
Section 903:55. CONSUMPTION/SALE IN PUBLIC PLACES. No person may consume or sell any alcoholic beverages on a public highway, street, or other public place, or in an automobile.
SECTION 2. This ordinance becomes effective from and after its passage and publication.
Adopted by the Loretto City Council this 2nd day of June, 2009.

Joe McDonald called the Joint Workshop of the Delano City Council/Economic Development Authority and the Delano Water, Light and Power Commission of Monday, March 2, 2009 to order at 7:05 PM.
2. ROLL CALL
City Council Members Present: Joe McDonald, Mayor; Holly Schrupp, Council Member; Brad Hotchkiss, Council Member; Larry Bartels, Council Member*; Betsy Stolfa, Council Member.
Members Absent: None.
Delano Water, Light and Power Commission Members Present: Larry Bartels, Chair*; Sam Nelson, Commissioner; Bob Hutter, Commissioner; Randy Keranen, Commissioner; Jonathon Ness, Commissioner.

Motion Number (M-09-067) Motion by Larry Bartels, seconded by Holly Schrupp to approve the Agenda of the Special Joint Workshop of the Delano City Council/ Economic Development Authority and Delano Water, Light and Power Commission of Monday, March 2, 2009 as submitted. Motion Carried.
3. SPECIAL ORDER OF BUSINESS
A. Discuss proposed Central Minnesota Municipal Power Association (CMMPA) agreement.
Motion Number (M-09-068) Motion by Brad Hotchkiss, seconded by Betsy Stolfa to vote on the agreements at the regular City Council meeting of Tuesday, March 3, 2009. Council requested Hal Becker, Utility Manager, to be present at the meeting to discuss the agreements. Motion Carried.
2. Discuss infrastructure fee policy.
Staff discussed the current infrastructure fee policy for determining fees for commercial and industrial expansion; while analyzing the benefits of industrial expansion within the City. Because industrial business brings a substantial tax base and provides jobs in town Staff has suggested reviewing the fees.

A. A motion is requested approving the replacement of the carpeting in the Delano EDA/Crow River Villa Hallways and common areas.

B. Consider a request from the Delano Jaycee for a temporary 3.2 malt liquor license for the Dave Zitloff Memorial Youth Funding Program on June 5, 6, 7 and lease agreement for the use of the park ball fields and beer stands and other park facility buildings.
Motion Number (M-09-151) Motion by Larry Bartels, seconded by Betsy Stolfa to approve the Consent Items A and B as submitted. Motion Carried.
6. CITY STRATEGY No. 1: Provide high quality infrastructure and services in a planned fiscally responsible manner.
A. Continue the March 17, 2009 Public Hearing for the vacation of drainage and utility easements located within Kings Pointe Addition.
(Please note that the Planning Commission denied the request from Roger Derrick, d/b/a Cottage Homesteads at Kings Pointe for an amendment to the CUP/PUD and Preliminary and Final Plat May 11, 2009).
1. Acknowledge withdraw of request from Roger Derrick, d/b/a Cottage Homesteads at Kings Pointe for an amendment to the CUP/PUD as regulated by Section 51.32 of the Delano City Code; and Preliminary and Final Plat as regulated by the City Ordinance O-03-05, Subdivisions 4 and 5, and the vacation of a drainage and utility easements located for property located at Lots 1, 2, 15 and 16, Block 3 – Kings Pointe Addition.

Mayor Joe McDonald, called the Special Workshop of the Delano City Council/ Economic Development Authority of Tuesday, May 6, 2009 to order at 6:09 PM

Members Present: Joe McDonald, Mayor; Holly Schrupp, Council Member/Mayor Pro-tem; Brad Hotchkiss, Council Member; Larry Bartels, Council Member; Betsy Stolfa, Council Member.
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Vince Vander Top, City Engineer; Dan Sjordal, Outworks Design; Wendy Biel, Recorder.
3. SPECIAL ORDER OF BUSINESS
A. Review Rivertown Project.
Phil Kern updated Council on the Rivertown Rowhomes, stating Jeff Vanderlinde has had multiple showings and is encouraged by this increased interest. Brian Bloch reviewed Rivertown Revenues and Expenditures for 1st Quarter ending March 31, 2009.
B. Discuss letter regarding downtown activities.
Mayor McDonald introduced Jon Steinmetz who was present to discuss activity in the downtown area. Due to repeated damage to Mr. Steinmetz building, Staff and Council agreed to work with Wright County Sheriff’s Department and the Public Safety Committee to ensure safety within the Community.
C. Discuss Bridge Avenue Improvement Plan.
Phil Kern, Vince Vander Top, and Dan Sjordal all presented various aspects of the Bridge Avenue Improvement Plan. Staff recommended continued discussion with Council at the Regular meeting on June 2, 2009.
D. Updates on 2009 – 2010 Budget.
i. Revisit salary and wage discussion
Council agreed that salary wage will have to be discussed at a further time due to similar budget restraints discussed previously during the 2008 – 2009 budget planning.
ii. Review quotes for phone and data services.
In an effort to minimize City expenditures, Kern reported that Staff will provide three quotes for Council at the Regular meeting on June 2, 2009.
iii. Review Fire Relief contribution.
Staff recommends reviewing for final decision at the Regular Council meeting June 16, 2009.
E. Discuss request for purchase of City-owned property.
Council encouraged Charles & Linda Motzko, 1688 River Street N, to offer a bid and requested that if an appraisal is required, that this would be at the buyer’s expense.
