Mayor Joe McDonald called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, July 21, 2009 to order at 7:06 PM.

Motion Number (M-09-184-A) Motion by Holly Schrupp, seconded by Betsy Stolfa to approve the Agenda of the regular City Council/Economic Development Authority meeting of Tuesday, July 21, 2009 with the addition of 6E: Discuss the Pavement Management Plan and 6F: Discuss WI-FI portion of bid previously approved by Council. Motion carried.

Motion Number (M-09-184-B) Motion by Betsy Stolfa, seconded by Larry Bartels to approve the Minutes A, B, C, D and E as submitted. Motion Carried 3-0-2 with Brad Hotchkiss and Holly Schrupp abstaining from Minutes A.
5. CONSENT ITEMS
EDA
A. A motion is requested approving the replacement of the Carpeting in the Delano EDA/Crow River Villa Apartment # 401.
CITY
B. Consider purchase of banners and supplies for 2010 Downtown Banner Project.
C. Consider request for Parkview Hills Block Party.
D. Motion to release a portion of Letter of Credit for Parkview Hills 3rd Addition conditioned on all accounts receivable from the developer to the City being paid.
E. Approve a request from the Delano Area Chamber of Commerce for Outdoor Sales – Sidewalk Sale – Annual City Wide Garage Sale on August 13 through 15, Temp On-sale Intoxicating Liquor (Wine Tasting) for the Taste of Delano Event on August 5, 2009, and a Public Facilities Lease Agreement for the Use of the Central Park for the Taste of Delano.
F. Adopt RESOLUTION approving gambling application exempt permit for Delano Catholic Community.
Motion Number (M-09-184-C) Motion by Brad Hotchkiss, seconded by Betsy Stolfa to approve the Consent Items A, C, D, E and F as submitted. Betsy Stolfa requested to further discuss 5B. Motion Carried.

6. CITY STRATEGY No. 1: Provide high quality infrastructure and services in a planned fiscally responsible manner.
A. Motion authorizing staff to seek permits for the improvement of County Ditch 34.
Motion Number (M-09-184-E) Motion by Larry Bartels, seconded by Betsy Stolfa for staff to seek permits for the improvement of County Ditch 34.
B. Consider a revised site plan, conditional use permit amendments and sign variance for Virgil and Ron Scherping d/b/a Crow River Harley Davidson located at 822 Babcock Blvd.
Motion Number (M-09-184-F) Motion by Holly Schrupp, seconded by Larry Bartels to approve the revised site plan, conditional use permit amendments and sign variance for Virgil and Ron Scherping d/b/a Crow River Harley Davidson located at 822 Babcock Blvd. Motion Carried.
1. Approve RESOLUTION for Site and Building Plan Review, a Conditional Use Permit amendment for a motor vehicle sales lot, a Conditional Use Permit amendment for an exception from the B-3 District Architectural Standards, and a variance to the number of wall-mounted signs allowed on a lot for the Crow River Harley Davidson, located at 822 Babcock Boulevard (Highway 12).

C. Motion to approve Bridge Avenue Landscaping Plans and specifications and advertisement for bids.
D. Motion to approve TH12 Phase 1 Landscaping plans and authorize advertisement for bids.
Motion Number (M-09-184-H) Motion by Betsy Stolfa, seconded by Brad Hotchkiss to approve the opening of bids for the Bridge Avenue Landscaping plans and specifications as well as the TH 12 Phase 1 Landscaping plans. Motion Carried.
E. Discuss Pavement Management Plan.
Motion Number (M-09-184-I) Motion by Larry Bartels, seconded by Holly Schrupp to continue the Pavement Management Plan Public Hearing. Motion Carried.
F. Discuss WI-FI location from Frontier.
Holly Schrupp questioned whether a final location had been decided for the Wi-Fi hotspot; Staff will submit a formal location proposal at a future Council meeting.
7. CITY STRATEGY No. 2: Ensure the City’s financial stability.
A. Consider RESOLUTION to include Municipal Boundaries as part of the Wright County Multi-Jurisdictional Hazard Mitigation plan.
Motion Number (M-09-184-J) Motion by Betsy Stolfa, seconded by Brad Hotchkiss to adopt Resolution R-09-20 to include Municipal Boundaries as part of the Wright County Multi-Jurisdictional Hazard Mitigation plan. Motion Carried 5-0 by Roll Call Vote.
12. CITY STRATEGY No. 7: Encourage communication and ideas with residents and business owners.

15. CLAIMS
A. City Claims.
Motion Number (M-09-184-K) Motion by Holly Schrupp, seconded by Brad Hotchkiss to approve City Claims in the amount of $1,968,020.39. Motion Carried.
B. Claims list of the Delano EDA/Crow River Villa Apartments for the month of June 2009.
Motion Number (M-09-184-L) Motion by Brad Hotchkiss, seconded by Larry Bartels to approve Claims list of the Delano EDA/Crow River Villa Apartments for the month of June 2009 in the amount of $23,338.61. Motion Carried.
16. ADJOURNMENT
Motion Number (M-09-184-M) Motion by Betsy Stolfa, seconded by Holly Schrupp to adjourn the regular meeting of the Delano City Council/Economic Development Authority Tuesday, July 21, 2009. Motion Carried.
There being no further business to discuss the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, July 21, 2009 was adjourned at 9:10 PM.

CITY OF GREENFIELD(Official Publication)SUMMARY ORDINANCE
On August 18, 2009, the Greenfield City Council adopted an ordinance adding language to the City of Greenfield Code of Ordinances relating to Emergency Management. The ordinance insures that preparations of the city will be adequate to deal with emergencies and generally provides for the common defense and protection of the public peace, health and safety, and to preserve the lives and property of the people of the City of Greenfield.
