MONTROSE ZONING ORDINANCE TEXT AMENDMENT AND CONDITIONAL USE PERMIT APPLICATIONS
NOTICE IS HEREBY GIVEN that on Wednesday October 21, 2009 at the MONTROSE Planning and Zoning Commission meeting which begins at 7:00 p.m., a public hearing will be held at the MONTROSE Community Center to consider a text amendment to the Montrose Zoning Ordinance, a conditional use permit to allow “contractor shops and offices” and a conditional use permit to allow a business fence in excess of 8 feet within the B-2, Highway Commercial District.
All persons interested are invited to attend said hearing and be heard on this matter.

Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, August 24, 2009, in Delano City Hall. The meeting was called to order by the chair at 7:04 PM with the following members in attendance: Douglas, Schaust, Johnson, Milano, Nelson and Brasket. Absent: Gallagher
REPORTS AND INFORMATION FROM SCHOOL SOURCES
Board heard program report on School Improvement Plans.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 7-27-09, special meeting minutes of 8-16-09, the current budget status with year to date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements; and donations.
PERSONNEL
Board approved employment of .5 FTE Kindergarten Teacher, 2 DES and 1 DMS Paraprofessionals, Dance Team Coach and two 8th Grade Football Coaches; resignations of DMS Special Educ Teacher, Tiger Dance Team Coach, JV Asst Boys Basketball Coach, 2 Grade 8 Football Coaches and a DMS Paraprofessional; and Contract Changes, lane correction and a DES Para from Part-time to Full-time.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Supt. Sweet reported on enrollment and adding a part-time position to assist with 4th grade, H1N1virus, ACT test results and the Sherburn Wright Education Technology Consortium. The board took action to add a section to 4th grade. HS Prin Matt Schoen reported on E2020 training, MS Prin Renee Klinkner reported on workshops, ES Prin Darren Schuler reported on open house and new teachers; and CE Dir. Diane Johnson reported on new programs.
Board heard reports from board members regarding MAWSECO, Wright Technical Center, Community Educ Advisory Council, Curriculum Advisory Council, Schools for Equity in Education, Delano Area Sports Arena, Safe Schools and Site Based.
OLD BUSINESS
1. Board approved first reading revisions to Policy 410 Family and Medical Leave Policy
2. Board approved milk bid for 2009-10
NEW BUSINESS
1. Approved Contract for Playground Equipment with City of Delano
2. Set special meeting date relative to GASB 45 requirements
3. Set special meeting date for board member orientation, planning and goal setting

August 26, 2009
A. Call to order and record of members present or absent:
The meeting was called to order at 5:00 p.m. Present: Tim Douglas, Carolyn Milano, Sam Nelson, Amy Johnson, and Peter Brasket. Absent: Sarah Gallagher and Becky Schaust.
The board interviewed six candidates for the open position on the school board.
Becky Schaust arrived at 5:25 p.m.
Motion by Schaust, seconded by Nelson to continue the meeting, in accordance with Minnesota Statute 13D.04, to 5:00 p.m. on August 28, 2009. Motion carried 6-0.
The meeting was reconvened by Peter Brasket, Chair, at 5:30 p.m. on August 26, 2009 with the following members present: Tim Douglas, Carolyn Milano, Sam Nelson, Amy Johnson, Peter Brasket and Becky Schaust. Absent: Sarah Gallagher.
The board interviewed two candidates for the open position on the school board.
Peter Brasket introduced a resolution appointing Lisa Seguin to the unexpired term on the school board. Seconded by Becky Schaust. On roll call vote all voted aye. (6-0)
Motion to adjourn by Amy Johnson and seconded by Carolyn Milano at 6:50 p.m. Motion carried 6-0.

SPECIAL SCHOOL BOARD MINUTES

September 15, 2009
Call to order at 4:10 p.m. by Peter Brasket, chair.
Members present Becky Schaust, Tim Douglas, Peter Brasket, Carolyn Milano, Lisa Seguin, Sam Nelson and Amy Johnson. Absent: none.
The board met for the purpose of conducting board member orientation; reviewed committee structure; policies pertaining to the board; the financial status of the school district; the operating levy and when to renew it and for how much; future bond issues to address the capacity issues of the buildings; joint survey with the City of Delano; a joint meeting with the Rockford School Board to meet with legislators; community forums to inform the public about financial and building space needs; and contract negotiations.
A special meeting was set for October 8, 2009 at 6:00 p.m. in the high school conference room to continue these discussions.
Motion by B Schaust, seconded by T Douglas to approve memorandum of Agreement with the Delano Teachers Association regarding increased District contributions to the VEBA health insurance plan. Motion carried 7-0.
Motion by C Milano, Seconded by T Douglas to adjourn the meeting at 8:45 p.m. Motion carried 7-0.

CITY OF DELANO
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Delano City Council/Economic Development Authority will hold a Public Hearing on Tuesday, October 20, 2009 at 7:00 P.M. or closely thereafter in the Delano City Hall Council Chambers, 234 2nd Street North. The purpose of the meeting will be to discuss the Park and Facility Naming Request for Manor Field at Central park to be named Dave Zitzloff Field.

NOTICE IS HEREBY GIVEN that the Delano City Council/Economic Development Authority will hold a Public Hearing on Tuesday, October 6, 2009 at 7:00 P.M. or closely thereafter in the Delano City Hall Council Chambers, 234 2nd Street North. The purpose of the meeting will be to discuss the Park and Facility Naming Request for Woodland Meadows Park to be renamed the Barb King Inspiration Park.
