1. CALL TO ORDER
Mayor McDonald called the Special Workshop of the Delano City Council/Economic Development Authority of Tuesday, September 29, 2009 to order at 6:09 PM.
2. ROLL CALL & APPROVAL OF AGENDA
Members Present: Joe McDonald, Mayor; Holly Schrupp, Council Member; Brad Hotchkiss, Council Member; Larry Bartels, Council Member; Betsy Stolfa, Council Member
Also Present: Phil Kern, City Administrator; Vince Vander Top, City Engineer; Ernie Eden, Public Works Director; Wendy Biel, Recorder
3. SPECIAL ORDER OF BUSINESS
A. Review Draft Special Assessment Policy.
Phil Kern defined the purpose of the Special Assessment Policy; to establish a fair and equitable manner of assessing the increase in market value (special benefit) associated with public improvements. Staff will continue developing this policy and will then formally present the policy to Council.
B. Discuss Marsh Ridge Floodplain issues.
Kern reminded Council that the Federal Emergency Management Agency (FEMA) had not printed a flood insurance rate map (FIRM) for Delano since 1988. Marsh Ridge development was excavated above the recommended elevated rates, which creates a discrepancy with the FIRM. Council encouraged the Marsh Ridge Association to meet and request of FEMA a letter of map amendment for their development’s elevations.
C. Discuss 2010 Budget, Capital Plan, and Tax Levy.
No discussion or motion was made.
D. Discuss Highway 12 Opening Celebration.
Motion Number (M-09-244) Motion by Brad Hotchkiss, seconded by Holly Schrupp to approve the event schedule for “When the West Was Done” and allowing alcohol beverages located on or about the public right of way between River Street North and 2nd Street North for the purpose of a community celebration.
E. Discuss potential joint meeting with Delano Municipal Utilities.
Council will request a meeting with Delano Municipal Utilities on Monday, October 19, 2009 at 6:00 PM.
F. Review Landscape Bids for Highway 12.
Motion Number (M-09-245) Motion by Betsy Stolfa, seconded by Holly Schrupp to approve the Landscape Bids for Highway 12 is awarded to Alpine Landscape Inc. contingent on MnDOT approving the minimum contract award of $50,000.00 towards planting materials. Motion carried 4-0-1, Brad Hotchkiss abstained.
4. ADJOURNMENT

ORDINANCE NO. 2009-04
CITY OF LORETTO
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE LORETTO PROPOSED LAND USE MAP OF THE CITY OF LORETTO, MINNESOTA.
THE CITY COUNCIL OF LORETTO ORDAINS:
Section 1. The current Proposed Land Use Map of the City of Loretto is hereby amended to change the land use designation for land described below from MFR, Multi Family Residential to I, Industrial:

Section 2. The Zoning Administrator is hereby directed to make the appropriate changes to the Proposed Land Use Map of the City of Loretto to reflect the change in land use set forth above.
Section 3. This ordinance shall be effective upon approval granted by the Metropolitan Council and adjacent jurisdictions.
Adopted by the Mayor and City Council this 11th day of August, 2009.

ORDINANCE NO. 2009-05
CITY OF LORETTO
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE LORETTO LAND USE MAP OF THE CITY OF LORETTO, MINNESOTA.
THE CITY COUNCIL OF LORETTO ORDAINS:
Section 1. The 2030 Comprehensive Plan’s Existing Land Use Map of the City of Loretto is hereby amended to change the land use designation for land described below from SFR, Single Family Residential to MFR, Multi Family Residential:

Section 2. The Zoning Administrator is hereby directed to make the appropriate changes to the Existing Land Use Map of the City of Loretto to reflect the change in land use set forth above.
Section 3. This ordinance shall be effective upon approval granted by the Metropolitan Council and adjacent jurisdictions.
ADOPTED BY THE MAYOR AND CITY COUNCIL THIS 13th DAY OF OCTOBER 2009.

CITY OF LORETTO
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE LORETTO ZONING MAP OF THE CITY OF LORETTO, MINNESOTA
THE CITY COUNCIL OF LORETTO ORDAINS:
Section 1. The current Official Zoning Map of the City of Loretto is hereby amended to change the zoning designation for land described below from R1, Residential to Traditional Commercial (TC):

Section 2. The Zoning Administrator is hereby directed to make the appropriate changes to the Official Zoning Map of the City of Loretto to reflect the change in zoning set forth above.
