Notice of Public Hearing
Notice is hereby given that the Greenfield Charter Commission will hold a public hearing on Saturday the 21st day of November, 2009 after the hour of 10:00 a.m., in the City Hall building located at 7738 Commerce Circle, Greenfield, Minnesota. The purpose of the public hearing shall be to obtain input from Greenfield residents relating to the proposed draft charter.
Persons wishing to comment should appear at the hearing or address their written comments to the City of Greenfield, 7738 Commerce Circle, Greenfield, MN, 55373. Materials relating to this hearing are available for review at the address above and on the City’s website at www.ci.greenfield.mn.us.

Mayor Joe McDonald called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, October 6, 2009 to order at 7:00 PM.

Motion Number (M-09-246) Motion by Brad Hotchkiss, seconded by Larry Bartels to approve the Agenda of the Regular City Council/Economic Development Authority meeting of Tuesday, October 6, 2009; Mayor McDonald recommended reversing the order of Item 6A with Item 6B. Motion carried.

Motion Number (M-09-247) Motion by Holly Schrupp, seconded by Larry Bartels to approve the Minutes 3A, 3B, 3C, 3D and 3E. Motion Carried.
4. SPEAKERS, PRESENTATIONS AND AWARDS
Mayor McDonald, on behalf of City Council, bestowed their condolences to the family of Sam Nelson. Mayor McDonald referred to Mr. Nelson as a good friend, a great community activist, a member of the Delano Water, Light and Power Commission, a member of the Delano School Board and his involvement in many other organizations throughout the City of Delano. Mr. Nelson had a great voice and passion for the City of Delano and he will be dearly missed by many.
5. CONSENT ITEMS
The items listed for consideration will be enacted by one motion unless the Mayor, a member of the Council, City Staff or a person in attendance requests an item be removed from the Agenda.
A. Authorize a Pay Request No. 5 for construction to East Side Stormwater Lift Station.
Motion Number (M-09-248) Motion by Betsy Stolfa, seconded by Brad Hotchkiss to approve the Consent Item as submitted. Motion Carried.
6. CITY STRATEGY No. 1: Provide high quality infrastructure and services in a planned fiscally responsible manner.
A. Highway 12 / Bridge Avenue Construction update.
Motion Number (M-09-249) Motion by Larry Bartels, seconded by Betsy Stolfa to continue the construction of the north side and south side monuments as originally approved; noting Option 2 and the specifications for future banner designs. Motion Carried.
B. Consider request to rename Woodland Meadows Park as Barb King Inspiration Park and accept donation from Landscape Structures.
Motion Number (M-09-250) Motion by Betsy Stolfa, seconded by Holly Schrupp to enter into a Public Hearing to consider the request to rename Woodland Meadows Park as Barb King Inspiration Park. Motion Carried.
Motion Number (M-09-251) Motion by Holly Schrupp, seconded by Brad Hotchkiss to close the Public Hearing to consider the request to rename Woodland Meadows Park as Barb King Inspiration Park. Motion Carried.
Motion Number (M-09-252) Motion by Betsy Stolfa, seconded by Holly Schrupp to approve the renaming of Woodland Meadows Park to Barb King Inspiration Park and installation of the sign; pending final consent of the 2010 Budget for City construction costs of abovementioned park.
12. CITY STRATEGY No. 7: Encourage communication and ideas with residents and business owners.

Motion Number (M-09-253) Motion by Brad Hotchkiss, seconded by Betsy Stolfa to approve the City Claims in the amount of $200,620.24.
B. Claims List of the Delano EDA/Crow River Villa Apartments for the month of September 2009.
Motion Number (M-09-254) Motion by Betsy Stolfa, seconded by Holly Schrupp to approve the Claims List of the Delano EDA/Crow River Villa Apartments for the month of September 2009 in the amount of $22,427.27.

Motion Number (M-09-262) Motion by Betsy Stolfa, second by Larry Bartels to further investigate a Noise Ordinance to include No Jake Brake regulations for the City of Delano, including installation costs of signage. Motion carried 3:1.
8. CITY STRATEGY No. 3: Manage high quality growth consistent with the City’s Comprehensive Plan.
A. Consider RESOLUTION (R-09-30) supporting further study of the Little Crow Transit Corridor.
Motion Number (M-09-263) Motion by Betsy Stolfa, second by Larry Bartels to approve Resolution (R-09-30) supporting further study of the Little Crow Transit Corridor. Motion Carried by Roll Call Vote.
B. Consider the Mortgage Subordination Agreement between the City of Delano/Economic Development Authority and the Central Minnesota Development Company for the Legacy of Delano Development Agreement.
