LORETTONOTICE OF PUBLIC HEARING
Official notice is hereby given that the Loretto City Council will hold a public hearing on December 8, 2009 at approximately 7:00 p.m., at Loretto City Hall at 259 North Medina Street, Loretto, Minnesota. The purpose of the public hearing is to set rates for the utility funds and for various services within the city.
Persons wishing to comment should appear at the hearing or address their written comments to the City of Loretto.

The purpose of the public hearing is to comply with City Code Section 902.70, Subd. 2. which requires a public hearing when a new liquor license is requested. K&K Hospitality, LLC, Trade Name of “Bistro 11” has applied for a liquor license at 115 Railway Street West, Loretto, MN.
All persons wishing to comment should appear at the hearing or address their written comments to the City of Loretto.

1. CALL TO ORDER
Mayor Joe McDonald called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, November 3, 2009 to order at 5:05 PM.
2. ROLL CALL
Members Present: Joe McDonald, Mayor; Holly Schrupp, Council Member; Larry Bartels, Council Member; Brad Hotchkiss, Council Member; Betsy Stolfa, Council Member.
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Vince Vander Top, City Engineer; Wendy Biel, Recorder
3. SPECIAL ORDER OF BUSINESS
A. Discuss 2010 Budget and Tax Levy.
Brian Bloch reviewed the 2010 General Fund Budge with Council. Council congratulated Staff on their detailed presentation and gratitude to the Department Heads for their diligent work refining their budgetary requests; Council requested Staff to prioritize requests as currently submitted for further discussion at the November 24th meeting.
B. Discuss Sewer Rates
Phil Kern reviewed the slide presentation outlining the Sanitary Sewer Rates and SAC & Sewer Trunk Fees of 2008, 2009 and projections for 2010; also reviewing their impact on the fund balance. Council requested the presentation brought to the Public Hearing scheduled December 1, 2009.
C. Update on 2009 / 2010 Goals Program
Phil Kern provided an update on the City’s progress, action items and future direction for completion of goals acquired during the Goal-Setting Session attended by Council and Department Heads in July 2009.

Holly Schrupp called the Joint Workshop of the Delano City Council/Economic Development Authority and the Delano Water, Light and Power (DWLP) Commission of Monday, March 2, 2009 to order at 7:05 PM.
2. ROLL CALL
City Council Members Present: Joe McDonald, Mayor (arrive 8:00 PM); Holly Schrupp, Council Member; Larry Bartels, Council Member*; Betsy Stolfa, Council Member.
Members Absent: Brad Hotchkiss, Council Member;
Delano Water, Light and Power Commission Members Present: Larry Bartels, Chair*; Bob Hutter, Commissioner; Randy Keranen, Commissioner; Jonathon Ness, Commissioner.
Also Present: Phil Kern, City Administrator; Luke Fischer, Assistant to the City Administrator; Wendy Biel, Recorder; Hal Becker, Utilities General Manager; Aimee Dreger, DWLP Commission Recorder.
3. SPECIAL ORDER OF BUSINESS
A. Discuss infrastructure rates and fees.
Phil Kern reviewed the presentation previously presented to Council and DWLP Commission outlining the Sanitary Sewer Rates and SAC & Sewer Trunk Fees of 2008, 2009, and projections for 2010. Staff, Council and DWLP Commission discussed the current policy in determining fees for commercial and industrial expansion and its cost efficiency. Further dialogue will be necessary to efficiently evaluate the rate and fee structure while positively effecting the fund balance and promoting new commercial and industrial growth.
