City of GreenfieldNotice of Public Hearing
Notice is hereby given that the City Council will hold a public hearing on the 19th day of January 2010 after the hour of 7:00 p.m., in the Council Chambers at 6390 Town Hall Drive, Greenfield, Minnesota. The purpose of the public hearing shall be to consider and possibly adopt special assessments for a final bituminous lift street improvement project on 69th Avenue and Sterling Drive. The total cost of the project is $60,459.82, all of which is proposed to be assessed to two parcels: PIN 28-119-24-32-0037 and 28-119-24-32-0038.
Persons wishing to comment should appear at the hearing or address their written comments to the City of Greenfield, 7738 Commerce Circle, Greenfield, MN, 55373. Materials relating to this hearing, including the proposed assessment roll, are available for review at the address above.

RESOLUTION 2009- 30MOTION BY MEMBER: DanielsSECONDED BY MEMBER: FranceA RESOLUTION APPROVING PUBLICATION OF ORDINANCE NO. 2009-09BY TITLE AND SUMMARY
WHEREAS, on December 8, 2009, the City Council of the City of Loretto adopted Ordinance No. 2009-09 amending fees for city licenses, permits and services; and
WHEREAS, the ordinance is several pages in length; and
WHEREAS, Minnesota Statutes Section 412.191, subd.4 allows publication by title and summary in the case of lengthy ordinances upon a vote or 4/5 of the city council; and
WHEREAS, the City Council believes that the following summary would clearly inform the public of the intent and effect of the ordinance.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF LORETTO:
1. The City Council of the City of Loretto has adopted Ordinance No. 2009-09. The Ordinance is an ordinance that amends the fees for city licenses, permits and services. Sewer monthly service rates are increased as follows:
Sewer: $29 (minimum) $8 additional 1,000 gallons; and
Investigation Fee – Liquor Licenses – increase to $500
2. The City Clerk is directed to publish this resolution in lieu of publication of the entire ordinance.
3. The City Clerk is directed to post a copy of the entire text of Ordinance No. 2009 -09 on the City Hall bulletin board and the Loretto Post Office for a period of not less than thirty (30) days. In addition, a printed copy of Ordinance No. 2009-09 is available for inspection by any person during regular office hours at Loretto City Hall.

3. SPECIAL ORDER OF BUSINESS
A. Discuss Delano Municipal Utilities/CMMPA Agreement.
Kern described three principal issues regarding the future of electric utilities in Delano that Staff felt remained in question; Mark Johnson presented his recommendations dated September 2, 2009 and October 28, 2009.
Further discussion was requested by Council following additional information from Staff; Kern reminded Council that CMMPA is requesting a decision by January 2010.
B. Attorney/Client Privilege: Discuss Bridge Avenue easements.
C. Attorney/Client Privilege: Update on the Leland and Sons eminent domain action.
Motion Number (M-09-286) Motion by Holly Schrupp, second by Larry Bartels to enter into closed session for the purpose of Attorney / Client Privilege for potential threatened litigation of Bridge Avenue easements and Leland and Sons eminent domain action. Motion carried.

D. Update on Rivertown Rowhomes.

E. Discuss 2010 Budget and Tax Levy.
Bloch explained that the 2010 Budget and Tax Levy will be discussed during the Special Workshop on Tuesday, December 1st and the final draft will be submitted for approval at the regular Council meeting Tuesday, December 15, 2009.
F. Review Draft City Survey.
