MINUTES Organizational Meeting of the Board of EducationIndependent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, December 21, 2009, at the Delano Middle School Media Center. The meeting was called to order by the chair at 7:00 PM with the following members in attendance: Douglas, Schaust, Johnson, Milano, Bodin, Seguin and Brasket. Absent: None
REPORTS AND INFORMATION FROM SCHOOL SOURCES
Review tax levy and budget for FY 10;
Adopt Tax Levy for Taxes Payable in 2010.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 11-23-09, special meeting minutes of 11-30-09 and 12-07-09, the current budget status with year to date adjustments, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements; and donations.
PERSONNEL
Board approved resignation of TKC para., employment of a TAC Supervisor, Leave of Absence for Basic Skills and DMS Gr 6 teachers.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Supt. Sweet reported on district publications, ES Prin Darren Schuler’s report is on TIES Conf, United Way and FRED Night; MS Prin Renee Klinkner was absent; HS Prin Matt Schoen reported on school ratings and CIS programs; Dir of Bus Affairs Sarah Miller reported on Truth In Taxation and CE Director Diane Johnson reviewed the new brochure.
Board heard reports from board members regarding MAWSECO, Wright Technical Center, Community Educ Advisory Council, Curriculum Advisory Council, Schools for Equity in Education, Delano Area Sports Arena, Safe Schools Staff Dev. and City/School Task Group and Teacher Negotiations..

1. Approve revisions to Policy #515 – Protection and Privacy of Pupil Records

1. Approve QComp Goals and Budget for 2009-10
2. Approve MOA re: Race To The Top Federal Stimulus Program

SPECIAL SCHOOL BOARD MINUTES January 13, 2010Delano Public SchoolsIndependent School District 879, Delano, Minnesota
1. Call to order at 6:00 p.m. by chair Peter Brasket
Members present: Becky Schaust, Carolyn Milano, Tim Douglas, Peter Brasket, Amy Johnson, Lisa Seguin and Joy Bodin.
2. Ratification of Master Agreement between Delano Public School District and the Delano Teachers Association. Motion by L Seguin, seconded by J Bodin to ratify the Master Agreement for 2009-2011 between the Delano School District and the Delano Teachers Association. Motion passed 6-1 with B Schaust voting no.
Held discussion on financial planning, potential state aid payment delays, remaining contracts to be negotiated, Meet and Confer meeting date to discuss calendar (January 21st at 3:30 pm), date to interview board candidates (January 21st at 5:30 p.m.), a leave request and Wright Technical Center open house on February 2, at 7:00 p.m.
3. B Schuast moved, T Douglas seconded to adjourn the meeting at 7:52 p.m. Motion passed 7-0.

SPECIAL SCHOOL BOARD MINUTES January 22, 2010Delano Public SchoolsIndependent School District 879, Delano, Minnesota
1. The meeting was called to order at 4:00 p.m. by vice chair Amy Johnson.
Members present: Becky Schaust, Carolyn Milano, Tim Douglas, Amy Johnson, Lisa Seguin and Joy Bodin. Peter Brasket was listening by phone
2. Interviewed candidates for open position on school board.
3. Closed meeting for preliminary consideration of charges.
Motion by Schaust, seconded by Bodin to reopen the meeting at 7:30 p.m. Motion passed 6-0.
Vice Chair Johnson called board out of executive session at 8:15 p.m.
Continued interviews with board candidates.
4. Motion by Seguin, seconded by Milano to adjourn the meeting at 9:45 p.m. Motion passed 6-0.

ORDINANCE NO. 2010- 01 CITY OF LORETTOHENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE LORETTO ZONING MAP OF THE CITY OF LORETTO, MINNESOTA.
THE CITY COUNCIL OF LORETTO ORDAINS:
Section 1. The current Official Zoning Map of the City of Loretto is hereby amended to change the zoning designation for land described below from Traditional Commercial (TC) to General Commercial (GC):

CITY OF DELANOORDINANCE O-10-01
Ordinance amending City Code Chapter 7 (Traffic and Parking) by adding Section 731.01 Ordinance preventing loud and unnecessary noise and prohibiting the practice of Engine/Exhaust Braking (“Jake Braking”), providing penalties for violation thereof and for other purposes.
WHEREAS, the City of Delano has received complaints concerning the practice of “Jake Braking” by truck and other motor vehicles; and
WHEREAS, the noise created by this process is disruptive to residents and other individuals situated near the City’s main streets, county roads, and state highways; and
WHEREAS, loud noises caused by Engine/Exhaust Braking is unnecessary and disruptive to the peace and tranquility of all the citizens.
NOW, THEREFORE, THE DELANO CITY COUNCIL HEREBY ORDAINS:
Section 1. It shall be unlawful for the driver of any truck to use or operate or cause to be used or operated within the City of Delano, Minnesota, any mechanical exhaust device, or motor brake, designed to aid in the braking or deceleration of any truck which results in the excessive, loud, unusual, or explosive noise from such vehicle, or otherwise engage in Engine/Exhaust Braking. It is an affirmative defense to a violation of this Ordinance that motor/exhaust braking was used as an emergency basis to avoid damage to property or to avoid personal injury.
Section 2. Any person violating this Ordinance shall be guilty of a misdemeanor upon conviction hereof. Each time a person uses the engine/exhaust brake shall be considered a separate offense.
Section 3. This Ordinance shall be in effect upon its adoption publication, and after placement of signs on all U.S., State, or County Highways entering the City of Delano.
