1. CALL TO ORDER
Mayor McDonald called the Special Workshop of the Delano City Council/Economic Development Authority of Tuesday, February 23, 2010 to order at 6:02 PM.
2. ROLL CALL

3. SPECIAL ORDER OF BUSINESS
A. Discuss Bridge Avenue Monuments.
Phil Kern updated Council on the Bridge Avenue monuments. Kern stated the monuments are the artists’ concepts and are not yet complete. Request for public comment regarding the monuments were posted on the City website and Facebook; Council discussed the comments received. Consensus of Council was to look at the completed monuments for further discussion.
B. Update on 2010 Flooding Potential.
Phil Kern discussed the flood warnings received from the National Weather Service. Staff has been getting prepared for any minor and/or major flooding that could develop. Council discussed drafting a policy in regards to flooding to ensure staff and the public understand the role of the City and flood protection.
C. Discuss compensation plan.
Council reviewed the current compensation plan for all departments; which consists of 9 steps. Council discussed creating a step “0” for a probationary period.
D. Discuss Draft Assessment Policy.
Phil Kern discussed the draft assessment policy and questioned Council for any thoughts or concerns regarding it. Council discussed the assessment process, payments and the option of holding open houses for residents. Phil Kern stated the City can only assess a property owner once every twenty years.
E. Discuss Rivertown project details.
Council discussed the costs of the Rowhomes and project funding. Consensus of Council was to keep the list price at $164,900. No motion taken.

G. Approve public facility lease agreement between the City of Delano and the Delano 4th of July Committee for use of the Central Park and various streets for the annual 4th of July Celebration. In addition, they are requesting a temporary license to sell strong beer, conduct a dance, display fireworks, hire carnival and to waive the fees associated with such licenses for the aforementioned event.
H. Acceptance of donations in the amounts of $1,000 and $100 for the Delano Fire Department.
I. Review the City of Delano’s Expenditure Report and the Liquor Store Income Statement for the Quarter Ended December 31, 2010.

6. CITY STRATEGY No. 1: Provide high quality infrastructure and services in a planned fiscally responsible manner.
A. Review and approve an amendment to the Chapter 4 (Public Protection and General Licensing) Section 406.01 (Animal Regulations and Licenses) by repealing Subd. 15 (Dangerous and Potentially Dangerous Dogs), Subd. 17 (Restrictions on Authority for matters related to dangerous and potentially dangerous dogs and enforcement of the Wright County Ordinance.
1. Adopt Ordinance O-10-04 amending City Code Chapter 4 (Public Protection and General Licensing), Section 406.01 (Animal Regulations and Licenses) by repealing Subdivision 15 (Dangerous and Potentially Dangerous Dogs), Subdivision 17 (Restrictions on Dog Ownership) and Subdivision 23 (Dog Enclosures).

A. Discuss potential spring flooding.
Phil Kern stated due to the recent rain fall the latest flood forecast was increased to 20 feet by Tuesday, March 16 and Wednesday, March 17. This newly updated forecast does not include any additional rain. Staff has a plan of action which includes: 1. Protect the areas of concern for downtown which includes the Excel building. 2. Sandbagging of the levee near the Highway 12 bridge along River Street. Staff is recommending sandbagging those areas on Friday, March 12.

Mayor McDonald called the emergency meeting of the Delano City Council/Economic Development Authority of Thursday, March 18, 2010 to order at 4:30 PM.

3. SPECIAL ORDER OF BUSINESS
A. Update on flood conditions.
Kern stated the new flood update stated the crest of the Crow River will be at 20.5 feet on Saturday evening. Kern discussed “phase 2” of the flood plan stating they will put in motion protection for a crest level of 21.5. Jersey barriers and sandbags will be placed along River Street which will protect the businesses along River Street and the electrical box on River Street and the south side of Three Crows. Council discussed the critical areas to monitor along the river during the upcoming weekend.
