2011 INFRASTRUCTURE IMPROVEMENT PROJECT
NOTICE IS HEREBY GIVEN PURSUANT TO MINNESOTA STATUTES 429.031, SUBD. 1:
1. That a hearing will be held by the City Council of the City of New Germany on Tuesday, July 27, 2010, at 7:00 p.m., in the Council Chambers of the New Germany City Hall, 300 Broadway Street, New Germany, Minnesota, to consider the making of a public improvement in the City of New Germany consisting of, but not limited to, the reconstruction of the City’s sanitary sewer collection system, the water distribution system, adding sanitary sewer and water on Manning Street, reconstruction of streets to include concrete curb and gutter, and the repair of and addition of new sidewalks throughout the City, and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes Chapter 429.
2. The area proposed to be assessed for such improvement is the property abutting on or benefited by the improvement.
3. The estimated cost of the improvement is $6,260,000.00.
4. A reasonable estimate of the impact of the assessment will be available at the hearing and a reasonable estimate of the total amount to be assessed and a description of the methodology used to calculate individual assessments for affected parcels will also be available at the hearing.
5. Any person who desires to be heard with reference to the proposed improvement will be heard at this meeting.
A copy of the engineer’s feasibility study for the project is available for review at City Hall during normal business hours.

NOTICE OF PUBLIC HEARING ON A PROPOSAL FOR A HEALTH CARE DEVELOPMENT PROJECT AND THE ISSUANCE OF REVENUE BONDS
(ST. MARY’S CARE CENTER PROJECT)
Notice is hereby given that a public hearing shall be conducted by the City Council of the City of Winsted, Minnesota (the “City”) on Tuesday, August 3, 2010, at 6:00 p.m. at City Hall located at 201 1st Street North in the City to consider the proposal of Living Services Foundation/Winsted, LLC, a Delaware limited liability company (“Company”) that the City assist in financing the (i) refunding of the outstanding principal balance of the City’s $6,765,000 Tax Exempt Loan Participation Note (St. Mary’s Care Center Project), Series 2008A and its $1,615,000 Subordinate Health Care Facilities Revenue Note (St. Mary’s Care Center Project), Series 2008C (the “Refunding”), (ii) construction and equipping of a memory care facility, to be attached to the existing skilled nursing facility known as St. Mary’s Care Center located at 551 4th Street North in the City (the “Care Facility”), (iii) financing of certain improvements to and equipment for the Care Center (together with the Refunding, the “Project”) and (iv) the funding of certain reserves and issuance expenses. The Project will be financed in part through the issuance by the City of approximately $16,000,000 of revenue bonds pursuant to Minnesota Statutes, Sections 469.151 through 469.165, as amended. The Care Facility is expected to be owned by the Company and managed by an affiliate or an unrelated nonprofit, 501(c)(3) organization.
The bonds or other obligations if and when issued will not constitute a charge, lien or encumbrance upon any property of the City, and such bonds or obligations will not be a charge against the City’s general credit or taxing powers, but will be payable from sums to be paid by the Company, pursuant to a revenue agreement.
A draft copy of the proposal and associated materials is available for public inspection from 8:00 a.m. to 4:30 p.m., Monday through Friday, at City Hall.
At the time and place fixed for the public hearing, the City will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. In addition, interested persons may file written comments respecting the proposal with the City Clerk at or prior to the public hearing.
