Public Accuracy Test
General Election
Please take notice that the City of Waverly will be performing the required public accuracy test for the optical scan equipment on Thusday, August 5, 2010 at 11:00 a.m. at Waverly City Hall, 502 Atlantic Avenue, Waverly, Minnesota.
The required testing of the equipment is to ensure that the system is operating accurately and tabulation of the votes are consistent with a manual listing of votes for candidates prepared by the State of Minnesota specifically for the testing.
The public is welcome to attend the testing of the optical scan equipment.

Notice of Hearing on Improvement
TO WHOM IT MAY CONCERN:
Notice is hereby given that the city council of Waverly will meet in the council chambers of the city hall at 7:00 p.m. on August 12, 2010, to consider the making of the 2010 Waverly Development Corrections Improvements pursuant to Minn. Stat. §§ 429.011 to 429.111. The area proposed to be assessed for such improvements are lots within the Summerfields 3rd Addition, Spring Meadows Addition, Carrigan Meadows 3rd Addition, Carrigan Estates 1st, 2nd and 3rd Additions, Windgate at Carrigan Lake Addition, Woodland Shores 1st and 2nd Additions and Waverly Industrial Park. The estimated cost of the improvements is $695,000.00. A reasonable estimate of the impact of the assessment will be available at the hearing. ON A PROPOSALFOR A HEALTH CARE DEVELOPMENT PROJECT AND THE ISSUANCE OF REVENUE BONDS
(ST. MARY’S CARE CENTER PROJECT)
Notice is hereby given that a public hearing shall be conducted by the City Council of the City of Winsted, Minnesota (the “City”) on Tuesday, August 17, 2010, at 6:00 p.m. at City Hall located at 201 1st Street North in the City to consider the proposal of Living Services Foundation/Winsted, LLC, a Delaware limited liability company (“Company”) that the City assist in financing the (i) refunding of the outstanding principal balance of the City’s $6,765,000 Tax Exempt Loan Participation Note (St. Mary’s Care Center Project), Series 2008A and its $1,615,000 Subordinate Health Care Facilities Revenue Note (St. Mary’s Care Center Project), Series 2008C (the “Refunding”), (ii) construction and equipping of a memory care facility, to be attached to the existing skilled nursing facility known as St. Mary’s Care Center located at 551 4th Street North in the City (the “Care Facility”), (iii) financing of certain improvements to and equipment for the Care Center (together with the Refunding, the “Project”) and (iv) the funding of certain reserves and issuance expenses. The Project will be financed in part through the issuance by the City of approximately $17,500,000 of revenue bonds pursuant to Minnesota Statutes, Sections 469.151 through 469.165, as amended. The Care Facility is expected to be owned by the Company and managed by an affiliate or an unrelated nonprofit, 501(c)(3) organization.
The bonds or other obligations if and when issued will not constitute a charge, lien or encumbrance upon any property of the City, and such bonds or obligations will not be a charge against the City’s general credit or taxing powers, but will be payable from sums to be paid by the Company, pursuant to a revenue agreement.
A draft copy of the proposal and associated materials is available for public inspection from 8:00 a.m. to 4:30 p.m., Monday through Friday, at City Hall.
At the time and place fixed for the public hearing, the City will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. In addition, interested persons may file written comments respecting the proposal with the City Clerk at or prior to the public hearing.
