NOTICE OF PUBLIC HEARING
ON THE ADOPTION OF A SPENDING PLAN FOR TAX INCREMENT
FINANCING DISTRICT 3 AND TAX
INCREMENT FINANCING DISTRICT 8
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Authority (the “Authority”) of the City of Howard Lake, Wright County, Minnesota, will hold a public hearing on November 16, 2010, at 7 p.m., at the Howard Lake City Hall in the City of Howard Lake, Minnesota, relating to the proposed adoption of a spending plan for Tax Increment Financing District No. 3 and Tax Increment Financing District No. 8, all pursuant to and in accordance with Minnesota Statutes, Sections 469.174 to 469.1799, inclusive, as amended (the “Act”). Copies of the Spending Plans as proposed to be adopted will be on file and available for public inspection at the office of the City Administrator at City Hall.
All interested persons may appear at the hearing and present their view orally or in writing.

NOTICE OF HEARING OF PROPOSED SPECIAL ASSESSMENTS
NOTICE IS HEREBY GIVEN, that the City Council of the City of Lester Prairie will hold a public hearing on proposed special assessments for unpaid bills: water, sewer, garbage, lawn mowing and blight removal. Such hearing will be held at the city hall in the City of Lester Prairie, McLeod County, State of Minnesota, on November 9th, 2010 at 6:45 p.m.
Total amount of all these proposed assessments is $6,400.00. The proposed assessment roll showing the amount of the assessment against each individual parcel is on file with the City Clerk and is open to public inspection during normal office hours of the City Clerk.
At a hearing, written or oral objections to the proposed special assessments by any property owner will be considered. No appeal may be taken as to the amount of any assessment unless a written objection signed by the affected property owner is filed with the City Clerk prior to the assessment hearing. An owner may appeal an assessment to District Court pursuant to Minnesota Statutes 429.081 by service notice of appeal upon the Mayor or City Clerk of the Municipality within 30 days after the adoption of the assessment and by filing such notice with the District Court of McLeod County within 10 days after service of the notice of appeal upon the Mayor or Clerk. Minnesota Statutes 435.193 through 435.195 authorize a municipality to defer payment of assessments against homestead property owned by persons over the age of 65 years and older who are retired because of permanent and total disability under circumstances where it would be a hardship for such persons to make the assessment payments.

NOTICE OF HEARING
OF PROPOSED ASSESSMENT
Notice is hereby given that the City Council of the City of Waverly, Minnesota will meet on Tuesday, November 9, 2010 at 7:15 p.m. at City Hall, 502 Atlantic Avenue, Waverly, Minnesota to consider the proposed assessment for the following:
Unpaid utility charges.
The area proposed to be assessed is the properties that have received utility services but have not paid for them.
The total amount of the proposed assessment on properties is $68,627.53.
The proposed assessment roll is on file with the City Clerk and is open to public inspection. Written or oral objections will be considered during the hearing.
No appeal may be taken as to the amount of any assessment adopted pursuant to Minnesota Statutes, Section 429.081, Subdivision 2, unless written objection signed by the affected property owner is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. An owner may request deferment of an assessment pursuant to Minnesota Statutes, Section 435.193 to 435.195.

A Public Hearing will be held by the Winsted City Council on Tuesday, November 16, 2010 at 6:00 P.M. in the Council Chambers at City Hall, 201-1st Street North, to consider the proposed assessments for the McLeod County Road 116 and Third Street South Improvement Project.

Notice is hereby given that the Howard Lake City Council will hold a Public Hearing on Tuesday, December 7 at 7:00 PM at the Howard Lake City Hall, 625 8th Avenue.
