The Meeker County Board of Commissioners met on April 5, 2011, at the Meeker County Courthouse, in the City of Litchfield, Minnesota. Call to order was at 8:30 a.m. by Chair Dave Gabrielson.
Present: Commissioners - Wally Strand, Jim Swenson, Dave Gabrielson
Roney Kutzke, and Tim Benoit, County Attorney Stephanie Beckman, County
Auditor Barbara Loch, and County Administrator Paul Virnig.
Meeting opened with Pledge of Allegiance.
Motion by Strand, second by Swenson to approve the March 1, 8, and 15, 2011, county board minutes.
Motion carried unanimously.
Motion by Swenson, second by Benoit to approve agenda deleting
Pioneerland Library Annual Report.
Motion carried unanimously.
Motion by Strand, second by Swenson to approve replacement of septic system for Koronis Campground with a Stearns/Meeker shared cost of $20,575, contingent on Stearns County also approving the septic replacement plan.
Motion carried unanimously.
Motion by Swenson, second by Benoit to approve employment agreement with Harold and Doris Fasching as Koronis Campground Hosts for the period of May 1, 2011 through September 15, 2011, no cost campsite and $200 per month salary.
Motion carried unanimously.
Motion by Benoit, second by Kutzke to approve amendment for Koronis Campground Manager’s contract with Cherish and Tim Luhman.
Motion carried unanimously.
Motion by Swenson, second by Kutzke to approve out-of-state travel for Michelle Koch to attend Intregrated Medical Summit Conference in Texas to meet requirements for grant funds.
Motion carried unanimously.
Motion by Swenson, second by Kutzke to approve agreement for Building Code Enforcement - Accessibility and Bleachers - between Meeker County and City of Watkins.
Motion carried unanimously.
Motion by Swenson, second by Benoit to accept resignation from Mike Brooks, effective March 31, 2011.
Motion carried unanimously.
Motion by Strand, second by Benoit to approve severance payment for Mike Brooks.
Motion carried unanimously.
Motion by Benoit, second by Strand to approve Amendment Number 7 to the Food Service Management Agreement between Meeker County and A’viands, LLC, for the period of March 1, 2011 through February 28, 2012.
Motion carried unanimously.
Motion by Swenson, second by Benoit to approve Joint Powers Agreement
between Meeker County and Department of Corrections for work release services for the period of July 1, 2011 through June 30, 2012.
Motion carried unanimously.
Motion by Strand, second by Benoit to approve request to advertise for Federal Signing Project.
Motion carried unanimously.
Motion by Strand, second by Benoit to advertise for Federal Construction Project for grading and paving on CSAH 27, upon notice of Federal money allocated for this project.
Motion carried unanimously.
Motion by Strand, second by Kutzke to table until June or July further discussion and comments on a decision to implement a Public Participation Policy.
Motion carried unanimously.
It being 9:00 a.m., a public hearing was held regarding vacating a portion of CSAH 1.
Motion by Swenson, second by Strand to continue the public hearing regarding vacating a portion of CSAH 1 on May 3, 2011, at 9:00 a.m.
Motion carried unanimously.
Motion by Kutzke, second by Swenson to approve stipulation to dismiss lawsuit against Meeker County/Central Specialities filed by Meeker Cooperative Light and Power.
Motion carried unanimously.
Motion by Strand, second by Benoit to approve settlement agreement with Meeker Cooperative Light and Power and make payment of $2,600 as full and final.
Motion carried unanimously.
Motion by Gabrielson, second by Benoit to adopt a resolution in support of the Beyond the Yellow Ribbon Community Partnership to assist connecting local military family members with a community network of support and that Meeker County is proud to recognize, appreciate and say Thank You to our military members and their families for their service sacrifices and all they do while defending the democratic values of the United States of America.
Motion carried unanimously. Resolution declared adopted.
Motion by Strand, second by Kutzke to appoint Dave Gabrielson to the steering committee for the Beyond the Yellow Ribbon Partnership.
Motion carried unanimously.
Motion by Strand second by Benoit to approve severance payment for Dennis Hopp, Highway Foreperson.

Motion by Strand, second by Benoit to approve application for homestead status on property taxes payable 2011 for Joyce Smith.

Motion by Gabrielson, second by Swenson to approve entering agreement with State of Minnesota/Department of Natural Resources sub-grant agreement under Federal Recreational Trail Program and Minnesota Trails Assistance Program for Off Highway Vehicle Park on Crow River Wheeler property.

Motion by Benoit, second by Swenson to acknowledge confession of judgment agreements for payment of property taxes for Charles and Martha

Motion by Kutzke, second by Strand to adopt the following resolution whereby Meeker County desires to participate in the Minnesota Housing Finance Agency, Renter Rehab Deferred Loan Program (RRDL), and administer it in accordance with all applicable State and Federal

Motion by Strand, second by Gabrielson to approve agreement between State of Minnesota and Meeker County Court Services for Case Workload Grant in the amount of $54,538 for period of July 1, 2011 through June 30, 2013.

Motion by Kutzke, second by Strand to appoint Tim Benoit as Meeker County’s representative on the Dassel Cokato Regional Trail Project Committee.

Motion by Swenson, second by Gabrielson to acknowledge desire to be re-appointed and note no other applications were received, re-appoint Stan Varland and Dwight Dahlman to the Planning Commission for three-year terms, said terms to expire May 1, 2014.

Motion by Strand, second by Kutzke to re-appoint Chuck Unterberger as Veterans Service Officer for a four-year term, said term to expire May 1, 2015.

Motion by Strand, second by Swenson to acknowledge desire to be re-appointed and re-appoint Robert Hermann to the Park Board from the 4th District for a term of five years, said term to expire May 1, 2016.

GENERAL NOTICETO CONTROL OR ERADICATE NOXIOUS WEEDS
Notice Is Hereby given this 1st day of May 2011, pursuant to Minnesota Statutes, section 18.83, subd. 7, (1992), that all persons in Meeker County, Minnesota shall control or eradicate all noxious weeds on land they own, occupy or are required to maintain. Control or eradication may be accomplished by any lawful method but the methods may need to be repeated in order to prevent the spread of viable noxious weed seeds and other propagating parts to other lands. Failure to comply with the general notice may mean that an individual notice will be issued. An individual notice may be appealed within three working days of receipt to the weed committee in the county where the land is located. Failure to comply with the individual notice will mean that the inspector having jurisdiction may either hire the work done or seek a misdemeanor charge against the person(s) who failed to comply. If the work is hired done by the inspector, the cost can be placed as a tax upon the land and collected as other real estate taxes are collected. You may obtain a list of the plants that are designated noxious and the members of the weed committee from your County Agricultural Inspector or Local Weed Inspector. The Local Weed Inspectors are township supervisors, city mayors or their appointed assistants.
