PUBLIC NOTICE
There will be an Open House for the public on Thursday, June 16, 2011 from 4:30 to 7:00pm at the Stockholm Township Hall regarding the County Road 3 Road Construction Project scheduled for 2012. The Wright County Highway Department will have representatives available during the open house to answer questions or field any concerns, you might have as well as a photo/map display.

Pursuant to due call and notice thereof, a regular meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Thursday, April 28, 2011.
Board Chairman Kevin Bjork called the meeting to order at 7:00 PM.
The following members were present: Clemen, Tormanen, Bender, McConkey, Linder and Bjork. The following were absent: none. Members of the administration and public were also present.
The meeting began with the pledge of allegiance.
Motion by Linder, seconded by Bender, accepting the agenda as printed. Motion carried unanimously.
Motion by Tormanen, seconded by McConkey, approving payment of bills as presented including payroll, hand payables and contingency totaling $1,898,533.10. Motion carried unanimously. (A complete list of bills is available from the District Office for review.)
Communications/Open Forum: None
Curriculum Advisory Committee (CAC) Report: Board Member Linder reported on the April CAC meeting which focused on Math Curriculum.
Board Chair Bjork moved agenda item 11.8.
Motion by Linder, seconded by Bender, approving the math scope and sequence and materials.
Curriculum Director Force and teachers from each level presented the scope and sequence and materials.
Motion carried unanimously,
Technology Report: Vice Chair Tormanen reported on the 4-11-11 District Technology Meeting which included: bridge plan, Office 2010, Wireless, roles and responsibilities, budget, and summer projects.
MAWSECO Report: Vice Chair Tormanen reported on the 4-26 MAWSECO meeting which included: facilities, cash flow, personnel, policies, 2011-12 calendar
Community Education Report: None
Business Manager’s Report: Business Manager Palmer reported expenditures are in line with budget through the end of the tenth month of the fiscal year.
Superintendent’s Report: Superintendent Powers reported on legislative progress and upcoming events.
Student Representative Report: None
DCRISC – Board Chair Bjork reported that the DCRISC has applied for building permits and is expecting the steel to arrive on June 17.
SEE: Board Clerk Bender reported on the 4-15-11 SEE General Membership Meeting which included a debate on the legislative effort to revise teacher evaluations and a report on the future of on-line learning.
Motion by Linder, seconded by Bender approving all consent items, which included approval of the minutes from the March 24, 2011 Regular Board Meeting and the April 11, 2011 Special Board Meeting.
Approval of Wire transfers made on March 25th for $200,000, March 31st for $600,000, April 11th for $150,000, April 15th for $760,000 and April 18th for $50,000. Personnel Items Approved: Approval of lane changes for Kelly Kosloski from BA+30 to BA+45, for Todd Goudy from BA to BA+15, for Michelle Melquist from BA to BA+15, Approval of a 2nd year of Unpaid Leave of Absence for Sonia Whittaker for 2011-2012 school year, Retirement of Kathy Ramthun as a Dassel Elementary Kindergarten Paraeducator effective 6/6/11, Approval of coaching assignments of Stephanie Schlangen as JH high softball coach, Brian Kivisto as volunteer varsity softball coach and Chad Kirchoff as a volunteer JV softball coach, Assignment of Alisa Johnson as the Middle School Dean of Students for the 2011-2012 school year with 23 additional duty days, Resignation of Laura Bussler as 7th grade volleyball coach, Approval of up to 12 weeks FMLA leave for Alison Conely beginning approximately 9/29/2011- 12/31/2011, Approval of Unpaid Child Care Leave for Alison Conely from 1/1/2012 to 2/11/2012, Employment of Angela Friebe as the High School/Middle School Speech Pathologist, Employment of Carol Impola as the High School & ALC Work Experience Coordinator. Pursuant to due call and notice thereof, a Negotiations Strategy Session of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the District Board Room, Cokato, Minnesota, on Monday, May 9, 2011.
Board Chairman Bjork called the meeting to order at 9:25 PM.
The following members were present: Clemen, McConkey, Tormanen, Bjork, Linder and Bender. The following members were absent: None. Superintendent Powers was also in attendance.
Board Chairman Bjork closed the meeting at 9:26 to discuss negotiations strategy for upcoming negotiations with both certified and non-certified employees.
Superintendent Powers recorded the entire session.
Chairman Bjork reopened the meeting at 10:03 and adjourned the meeting.

Pursuant to due call and notice thereof, a special meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the District Board Room, Cokato, Minnesota, on Monday, May 10, 2011.
Board Chairman Kevin Bjork called the meeting to order at 7:00 PM.
The following members were present: Clemen, McConkey, Tormanen, Bjork, Linder and Bender. The following were absent: none. Members of the community and administration were also present.
The meeting began with the pledge of allegiance.
Motion by Linder, seconded by McConkey, accepting the agenda as printed. Motion carried unanimously.
Four elementary school students reported on life at the Cokato Elementary including things they liked and disliked.
Four elementary school students reported on life at the Dassel Elementary including things they liked anddisliked.
The district Professional Learning Community leadership team made a presentation to the board on PLCs and the implementation of PLCs across the district.
Curriculum Director Force and Special Education Coordinator Hoeg led a presentation on the special education curriculum that was adopted last year. Teachers from the various levels presented the results of the adoption in regards to curriculum and equipment purchased.
Superintendent Powers, along with principals Force and Morris made a proposal to the board to begin a Kindergarten Boost program in the fall of 2011. The program would benefit up to 15 kindergarten students who are functioning below their peers by providing them with an all day / every day opportunity.
After discussion the decision was to bring the topic back to the board at the 5-26 board meeting.
Business Manager Palmer presented the 2011-12 capital plan for a first reading. The board will be asked for action on the plan at the 5-26-11 board meeting.
At 9:10 Chairman Bjork closed the meeting to discuss a student expulsion. The board meeting was reopened at 9:16.
Board Member Linder introduced the following resolution and moved its adoption:
RESOLUTION RELATING TO THE PROPOSED EXPULSION/EXCLUSION OF THE STUDENT IDENTIFIED IN THE ATTACHMENTS HERETO (HEREINAFTER REFERRED TO AS THE “STUDENT”)
WHEREAS, the Student is a full-time student of the School District; and
WHEREAS, the Student was placed on suspension and proposed for expulsion/exclusion pursuant to the Pupil Fair Dismissal Act, Minnesota Statutes Sections 121A.40–121A.56; and
WHEREAS, the Student and parents were properly served with written notice of the School District’s intent to initiate expulsion/exclusion proceedings; and
WHEREAS, pursuant to the Pupil Fair Dismissal Act, said notice contained a statement of the facts, witnesses and a description of their testimony, described alternative educational services, stated the date, time and place of hearing, and advised them of their rights, including their right to waive the hearing in writing if they wished to acquiesce to the expulsion/exclusion proposed by the School District; and
WHEREAS, this notice was also accompanied by a copy of the Pupil Fair Dismissal Act, Minnesota Statutes Sections 121A.40–121A.56; and
WHEREAS, the Student and a parent elected to waive the scheduled hearing with the understanding that, by such waiver, the proposed terms of expulsion/exclusion would be submitted for action to the School Board of Independent School District No. 466.
THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 466 as follows:
1. The School Board of Independent School District No. 466 hereby accepts the Waiver of Hearing executed by the Student and parent, a copy of which is attached hereto as “Exhibit A” and incorporated herein by reference.
2. Having reviewed the record relating to this matter, the School Board hereby finds that the School District has fully complied with the Pupil Fair Dismissal Act.
3. Having reviewed the record relating to this matter, the School Board hereby finds that the student engaged in conduct that constituted willful violation of reasonable School Board regulations; willful conduct that significantly disrupts the rights of others to an education, or the ability of school personnel to perform their duties, or school-sponsored activities; and willful conduct that endangers the pupil or other pupils, surrounding persons, including School District employees, or property of the school. Due to the nature of the conduct engaged in by the Student, a term of suspension and expulsion/exclusion as proposed by the School District is reasonable and appropriate.
4. The School Board of School District No. 466 hereby orders that the expulsion/exclusion of the Student be imposed pursuant to the Pupil Fair Dismissal Act, Minnesota Statutes Sections
121A.40B121A.56. Said expulsion/exclusion shall be imposed immediately for a period of twelve (12) months in accordance with the written notice provided to the Student, a copy of which is attached hereto as “Exhibit B” and incorporated herein by reference.
5. The Clerk of the School Board is directed to provide written notice of expulsion/exclusion to the Student and parents/guardian(s) in substantially the form as provided in attached Exhibit C.
6. It is further ordered that pursuant to a proper request, the School District shall provide copies of this resolution. However, any release of said resolution shall not include the exhibits or attachments hereto as the School Board hereby finds that such materials constitute private data on individuals pursuant to the Minnesota Government Data Practices Act, Minnesota Statutes Section 13.32, and the Family Educational Rights and Privacy Act, 20 U.S.C. § 1232g. The Superintendent is specifically directed to maintain the private data classification of these materials in accordance with all applicable state and federal law, including the provisions of Minnesota Statutes Chapter 13 and 20 U.S.C. § 1232g.
The motion for the adoption of the foregoing resolution was duly seconded by Board Member Bender and, upon vote being taken thereon, the following voted in favor thereof: Bender, Tormanen, Bjork, McConkey, Linder, Clemen and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
