NOTICE OF CALL FOR BIDS - Sealed proposals will be received by the Ways and Means Committee of the Board of County Commissioners of Wright County, Minnesota, until 9:00 a.m. on Wednesday, April 13, 2011, at the Office of the County Coordinator in the Wright County Government Center at Buffalo, Minnesota, for the Seasonal Requirements of the following:

Bid envelope should be labeled in lower left corner of envelope as to contents.
The bids for the Seasonal Requirements will cover the period from May 1, 2011, to April 30, 2012, except if stated otherwise in the proposal.

Notice of Application for
Feedlot Permit
Notice is hereby given per MN statutes, Chapter 215, that Michael Hoernemann has made application to McLeod County for a permit to construct a new 38’ x 160’ total confinement barn addition.
The existing feedlot is located in the NE 1/4 Section 6 Winsted Township. Currently there are six barns consisting of 50’ x 216’, 38’ x 150’, 66’ x 200’, 30’ x 80’, 42’ x 140’, and a 32’ x 177’, all total confinement. Manure storage consists of a 81’ x 14’ slurry store and a 206’ x 356’ x 14’ manure storage lagoon. The existing animal units of 760 will not change, which consists of 350 mature dairy cows, 362 dairy heifers, and 83 dairy calves.
This publication shall serve as a notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by MN state law.

PUBLIC NOTICE OF ENVIRONMENTAL REVIEW
The City of New Germany is requesting public comments on the potential environmental impact of a proposed water treatment plant. Funds are being requested pursuant to the Drinking Water Revolving Fund as administered by the PFA and the Minnesota Department of Health. The purpose of this water project is to improve water quality throughout the city and to ensure the city has the quantities of water available necessary to supply current and expected future water demand. The City is preparing to undertake the following activities:
Water Treatment Facilities: The City will be constructing a new water treatment facility located just south of the existing Pump House facility in Water Tower Park, near the intersection of Park Street and Washington Avenue. The park is located in Section 4 of Township 116N, Range 26W. Treatment will consist of aeration and detention for iron oxidation, use of potassium permanganate for manganese oxidation, and filtration for radium, iron, and manganese removal. Following filtration, chlorine, fluoride, and a corrosion inhibitor will be added for lead and copper control. The facility also includes underground storage tanks for holding backwash wastewater from the filter system. The backwash wastewater stored inside the underground tanks will be pumped to the City’s sanitary sewer system. All treatment systems will be contained inside a building.
The City intends to finance the project with funds from the Minnesota Public Facilities Authority (PFA). Funds are being requested through the drinking water revolving fund which is administered by the PFA and the Minnesota Department of Health. To receive funds an environmental review must be conducted in accordance with the National Environmental Policy Act of 1969.
