NOTICE
The Lester Prairie Independent School District 424 is proposing $7,795,000 in deferred maintenance projects and remodeling of classrooms and common areas at the district’s facility. The projects are planned to be completed in 2012.
The district is proposing to finance the costs, which includes bond issuance expenses, through the issuance of general obligation bonds of $4,995,000 pending voter approval on November 8, 2011 and the following: $1,910,000 20-year general obligation bonds under M.S. § 123B.59, Alternative Facilities Levy and Bonding; $675,000 14-year general obligation bonds under Capital Facilities M.S. 123B.62; and $215,000 in district capital. The debt service on the bonds will be eligible for debt service equalization under M.S. § 123B.53, subd. 3, if the bond schedule is approved. The amount of debt service equalization aid, if any that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. The components of the project are subject to alternative facility program approval. School board approval is required to proceed with these projects. The school board believes that the projects are in the best interest of the district.
REVIEW AND COMMENT STATEMENT
Based upon the department’s analysis of the school district’s required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commissioner of Education judges the proposed construction project to be educationally and economically advisable.

WRIGHT COUNTY PLANNING COMMISSION
NOTICE OF INTENT TO AMEND THE WRIGHT COUNTY ZONING ORDINANCE
NOTICE IS HEREBY GIVEN, that the Wright County Planning Commission, during its regular meeting on Thursday, October 13, 2011, at 8:00 P.M., will hold a meeting to consider amending the Wright County Zoning Ordinance. This is a continuation from the public meeting held on September 22, 2011. This consideration and discussion will take place in the Commissioners’ Board Room at the Wright County Government Center, Buffalo, Minnesota.
The Wright County Planning Commission will be reviewing and discussing proposed amendments to the Wright County Zoning Ordinance Section 502 which regulates Appeals and the Board of Adjustment. The proposed amendments include the following changes: 1) Section 502.1 has added language which describes the requirements for holding office and for removal from office and gives the procedures for managing conflicts of interest; 2.) The recent legislative changes from the 2011 regular session were incorporated into the ordinance; 3.) “Practical Difficulties” was defined; 4.) changes to procedures and requirements for filing an application with the Board of Adjustment; and 5.) correcting references and making other miscellaneous corrections.
The Planning Commission will also be reviewing the possibility of imposing term limits on the Board of Adjustment.
The Public Meeting was closed on September 22, 2011. The period to submit written comments has been extended to October 11, 2011. All written comments received by the Wright County Office of Planning and Zoning by this deadline will be guaranteed full consideration by the Planning Commission. Written Comments can be mailed or delivered to Wright County Planning and Zoning, 10 2nd N.W., Rm. 140, Buffalo, MN 55313.

Kirk Zahrbock is requesting a Conditional Use Permit for the purpose of a small pallet recycling business on the Mages property, which is located in the SW 1/4 of section 32, Middleville Twp, along Hwy 12. He also wishes to add on to the east end of the existing building, which is thirty feet from the rear property line. The ordinance requires a fifty foot rear set back, so a variance is needed.
