The work session and regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, March 19, 2012, Delano City Hall. The meeting was called to order by the chair at 5:58 PM with the following members in attendance: Johnson, Baker, Seguin, Durick, Milano, Brasket and Black. Absent: None
Board discussion regarding superintendent search
Board moved to recess the work session and reconvene after the regular Board meeting.
APPROVAL OF MEETING AGENDA (approved unanimously)
PROGRAM REVIEW – Energy Performance Contract Annual Report:
Patrick Suiter presented a report on the second year of the energy performance contract.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 2-27-12, special meeting minutes of 3-2-12, 3-3-2012, 3-6-12 and 3-15-12, the current budget status with year to date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements; and donations.
PERSONNEL (approved unanimously)
Board approved resignation of TKC Aide; recommendations of employment for five TKC student aides, HS/MS Cafeteria Long-Term Substitute; Contract Changes/Approvals for 2011-13 Master Agreement and 18 teacher lane changes
PUBLIC COMMENT: None
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Supt. Sweet reported on the HF1913 for debt service transfer, updates on levy referendum equalization and state aid shift repayment, and eligibility for integration aid for one year in 2012-13; MS Prin R Klinkner congratulated Science Olympiad team going to Nationals, reflected on how many changes the MS has adopted and embraced in the past five years, and PLTW program; HS Prin M Schoen reported on PLTW site visit and national certification, students and staff leaving for China and Spain, and testing and prep classes starting after spring break; ES Prin D Schuler reported on testing, Kindergarten Round Up, PIE events and conferences; Bus Mgr reported on state aid payment shift change, budget to actual comparisons, and Comm Ed boiler funding; and CE Dir reported on past and upcoming events and thanked Delano-Loretto United Way and AgStar Financial for their donations.
Board heard reports from board members regarding MAWSECO, Wright Technical Ctr, Community Educ Advisory Council, Curriculum Advisory Council, Schools for Equity in Educ., Delano Area Sports Arena, Safe Schools, Staff Dev., City/School Task Group, Activities Council, and an update on teacher negotiations.

2. Consider survey to gain information for communications planning purposes by Springsted, Inc for operating levy in Nov
3. Second Reading Revision to Policy 524 – Internet Acceptable Use Policy
NEW BUSINESS
1. First Reading Revision to Policy 621-12 – Development of Parent Involvement Policies for Title I
The Board had a motion to recess to continue discussion regarding superintendent search.

Special Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The special meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Thursday, March 15, 2012, in the Delano High School Conference Room. The meeting was called to order by the chair at 4:40 p.m. with the following members in attendance: Baker, Black, Brasket, Johnson and Milano. Absent: Seguin and Durick.
Also present were staff and community members.
The purpose of the meeting was to conduct the final interviews for the three finalists for the position of superintendent of the schools.
The following candidates were interviewed:
· Wayne Gilman, Superintendent of Crookston Schools
· Matthew Dorschner, Principal of Carver County, Chanhassen
· Matthew Schoen, High School Principal of Delano Schools
At the conclusion of the interviews, board members, staff, and community members were given the opportunity to provide feedback on the three candidates.

RESOLUTION 2012- 05
MOTION BY MEMBER: Lohr
SECONDED BY MEMBER: Neumann
A RESOLUTION APPROVING PUBLICATION OF ORDINANCE NO. 2012-01
BY TITLE AND SUMMARY
WHEREAS, on March 13, 2012, the City Council of the City of Loretto adopted Ordinance No. 2012-01 amending fees for city services; and
WHEREAS, the ordinance is several pages in length; and
WHEREAS, Minnesota Statutes Section 412.191, subd.4 allows publication by title and summary in the case of lengthy ordinances upon a vote or 4/5 of the city council; and
WHEREAS, the City Council believes that the following summary would clearly inform the public of the intent and effect of the ordinance.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF LORETTO:
1. The City Council of the City of Loretto has adopted Ordinance No. 2012-01. The Ordinance is an ordinance that states the fees for city staff as follows when contracting for services:
Public Works Director: $72.31; City Clerk: $68.24; Public Works Employee: $43.20; Office Assistant: $32.00; Groundskeeper: $21.92.
2. The City Clerk is directed to publish this resolution in lieu of publication of the entire ordinance.
3. The City Clerk is directed to post a copy of the entire text of Ordinance No. 2012-01 on the City Hall bulletin board, website, and the Loretto Post Office for a period of not less than thirty (30) days. In addition, a printed copy of Ordinance No. 2012-01 is available for inspection by any person during regular office hours at Loretto City Hall.
Whereupon, said Resolution is hereby declared passed on this 13th day of March, 2012.
