Motion Number (M-12-165) Motion by Dan Vick, seconded by Betsy Stolfa to Adopt Resolution R-12-16 adopting 2012 Preliminary Tax Levy, collectible in 2013, for the City of Delano, County of Wright, State of Minnesota with the initial reduction of $100,000. Motion Carried 3-2 by Roll Call Vote. Dale Graunke and Holly Schrupp opposed.
8. CITY STRATEGY No. 3: To plan for the maintenance, replacement and efficiency of the City’s equipment, buildings, infrastructure, energy and utility systems.
9. CITY STRATEGY No. 4: To manage the City’s growth so that it’s high quality is consistent with the City’s Comprehensive Plan while maintaining the City’s historical culture, characteristics and features.

1. CALL TO ORDER
Mayor Graunke called the special workshop of the Delano City Council/Economic Development Authority of Wednesday, August 29, 2012 to order at 7:00 PM.
2. ROLL CALL
Members Present: Dale Graunke, Mayor; Holly Schrupp, Council Member; Dan Vick, Council Member; Derek Schansberg, Council Member; Members Absent: Betsy Stolfa, Council Member; Also Present: Phil Kern, City Administrator; Ernie Eden, Public Works Director; Paula Bauman, Recorder
3. SPECIAL ORDER OF BUSINESS
A. Discuss proposal to relocate post office drop boxes.
Council discussed doing a car count within the alley and recommended staff to discuss moving the drop boxes in the drive through of the library.
B. Discuss preliminary budget, capital improvement plan, and tax levy for 2013.
Kern further reviewed the General Fund Revenues and Expenditures, while briefly discussing each department. Council will further discuss at the September 5 City Council meeting.
C. Discuss organizational assessment.
Kern stated Staff has been conducting an organizational assessment looking into staffing levels, responsibilities and services; the last assessment was completed in 2004.
D. Discuss school referendum.
Council discussed having members of the school speak at a City Council meeting in regards to the referendum. Highlights of the discussion could focus on the school along with focus on the City.
E. Consider step increase for Housing Coordinator.
Motion Number (M-12-160) Motion by Holly Schrupp, seconded by Derek Schansberg to approve the step increase for Tammy Matthees, Housing Coordinator. Motion Carried with Dan Vick abstaining.
