UNOFFICIAL SCHOOL BOARD MINUTES I.S.D. #466, BOARD OF EDUCATION 7:00 PM SPECIAL BOARD MEETING, MONDAY, SEPTEMBER 10, 2012 DISTRICT BOARD ROOM COKATO, MN
Pursuant to due call and notice thereof, a special meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the District Board Room, Cokato, Minnesota, on Monday, September 10, 2012.
Board Chairman Kevin Bjork called the meeting to order at 7:00 PM.
The following members were present: Clemen, Bjork, McConkey, Bender and Tormanen. The following were absent: Linder. Members of the community and administration were also present.
The meeting began with the pledge of allegiance.
Motion by McConkey, seconded by Tormanen, accepting the agenda as printed. Motion carried unanimously.
Dassel Elementary Volunteer Coordinator Mary Neu presented the OLWEUS Anti-Bullying Curriculum and the principals discussed the practices for dealing with bullying at each building.
Superintendent Powers presented the 2011-12 MMR results.
Motion by Clemen, seconded by Bender approving the employment of Rebecca Zirk as the District Office bookkeeper effective 9-4-12. Motion carried unanimously.
Motion by McConkey, seconded by Tormanen authorizing Bookkeeper Rebecca Zirk as a signer of contingency accounts and student activity account drafts. Motion carried unanimously.
Motion by Bender, seconded by Clemen closing open enrollment in seventh grade. Motion carried unanimously.
Being no further business the meeting adjourned at 8:17 PM

UNOFFICIAL SCHOOL BOARD MINUTES I.S.D. #466, BOARD OF EDUCATION 7:00 PM REGULAR BOARD MEETING, AUGUST 23, 2012 DASSEL-COKATO BOARD ROOM
Pursuant to due call and notice thereof, a regular meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Thursday, August 23, 2012.
Board Chairman Kevin Bjork called the meeting to order at 7:00 PM.
The following members were present: Clemen, Tormanen, McConkey, Linder, Bender and Bjork. The following were absent: none. Members of the administration and public were also present.
The meeting began with the pledge of allegiance.
Motion by Bender, seconded by Clemen, accepting the agenda as printed. Motion carried unanimously.
Motion by Linder, seconded by Tormanen, approving payment of bills as presented including payroll, hand payables and contingency totaling $700,358.13 Motion carried unanimously. (A complete list of bills is available from the District Office for review.)

Business Manager’s Report: Business Manager Palmer reported total expenditures are in line with budget through the end of the 2011-12 fiscal year. Business Manager Palmer also reviewed the investment report with the board and updated the board on the latest ADM report for 2011-12.
Superintendent’s Report: Superintendent Powers reported new teacher orientation and the lift station project

DC Trail Committee – Clerk Bender reported on the 8-6-12 meeting.
Vice Chair Tormanen reported on the MSBA Summer Seminar.
Motion by McConkey, seconded by Clemen approving all consent items, which included approval of the minutes from the July 26, 2012 Regular Board Meeting. Approval of Wire transfers made on July 27th for $375,000, July 31st for $75,000, and August 15th for $240,000. Personnel Items: Employment of Sara Binsfeld as .5 FTE Kindergarten Boost Instructor, Employment of Tamra Boltz as a Cokato Elementary Special Needs Instructor, Employment of Holly Erickson as the Middle School Office Assistant, Employment of Sarah Wolff as the District’s Food Service Secretary 8/15/2012, Approval of lane changes for Ryan Tool from MA to MA+15, for Jacob Stang from BA to BA+15, for Laura Bussler from BA to BA+15, for Beth Carlson from MA+30 to MA+45, Resignation of Taumy Wilson as Cokato Elementary Special Needs Para effective 8/7/2012, Resignation of Dan Polzin as part-time ALC/Cokato Elementary custodian effective 8/16/2012, Resignation of Leann Gallagher as a Middle School Title I paraeducator effective 8/17/2012

Motion carried unanimously.
Motion by Linder, seconded by Tormanen approving Leanna Rasset, Elsa Caberllo, and Michelle Niemela as CAC members beginning September of 2012. Motion carried unanimously.
Two representatives from Wright-Hennepin Electric presented a potential solar project to the board and received permission to proceed with a feasibility study.
Board Policy #560, Student Extra / Co-Curricular Participation, was presented to the board for a first reading. The proposed change removes the requirement for pre-approved absences in Section II, letter A of the policy.
Superintendent Powers and the building principals presented the 2011-12 MCA and ACT results.

Motion by Bender, seconded by McConkey approving the following changes to authorized signers of contingency and student activity account drafts:
Remove Bookkeeper Michelle Schnitzler as an authorized individual to sign contingency and student activity accounts, account drafts. Remove Principal Lorene Force as an authorized individual to sign contingency account and student activity account drafts for Cokato Elementary. Add Principal Sandi Arndt as an authorized individual to sign contingency account and student activity account drafts for Cokato Elementary. Motion carried unanimously.

The City of Dassel Ordinance Chapter 51.24 (C) (3) Cold weather rule. Pursuant to M.S. § 216B.097, no service of a residential customer shall be discontinued if the disconnection affects the primary heat source for the residential unit when disconnection would occur during the period between October 15 and April 15, the customer has declared inability to pay on forms provided by the city and the customer’s account is current for the billing period immediately prior to October 15 or the customer has entered into a payment schedule and is reasonably current with payments under the schedule.
