City of Winsted
Request for Proposals
Residential Solid Waste Removal Services
Introduction
The City of Winsted is seeking proposals for residential solid waste removal services in the City.
Description of Service
The City of Winsted may contract with an exclusive residential hauler for the disposal of solid waste (herein “waste”).
The contractor is responsible for collecting waste on a weekly basis on a day to be determined by the City Council. Waste collection is limited to 7:00 a.m. to 5:00 p.m. The contractor is responsible for billing residents individually, once per month. The contractor is responsible for providing 32, 64, and 96 gallon garbage containers container at no charge to the residents.
Additional requirements of the contract include: a city-wide clean-up day in which materials not typically collected curbside will be disposed; removal of all waste from public facilities including but not limited to City Hall, Public Works, Fire Hall, Airport, Hainlin Park; and for public events including but not limited to Community Clean up, Summer Festival, Fire Department fundraising events, etc.

Bidding Information
The City will not accept a bid without acknowledgement of ability to perform all services within the attached contract. Further, no deviations from the contract will be permitted, with the exception of additional services offered by the bidder not stated in the contract.
The City of Winsted will provide a general contract outline to serve as a bid specification as well as the Solid Waste Removal Ordinance. All proposals conforming to the designated specification should be received by the City no later than 1:00 p.m. on Friday, August 24, 2012 at the Winsted City Hall located at 201 First Street North, Winsted, Minnesota 55395. Bids will be reviewed at the September 4, 2012 City Council meeting.
