The work session of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, March 18, 2013, in the Delano High School Media Center. The meeting was called to order by the chair at 5:32 PM with the following members in attendance: Johnson, Baker, Milano, Seguin, Durick, Black, and Larson. Absent: None.
Strategic Planning Process with Bruce Miles: the Board Skyped with Bruce Miles regarding the upcoming strategic planning process.
CIS Fees at DHS: Discussed continuation of CIS Fees at DHS.
Security/Technology audit update: no information at this time.
Lawn Mowing Contract Recommendation: Discussed lawn mowing proposals.
Financial/Insurance Committee Meeting for FY13 and FY14: Set meeting date and time for committee meeting to discuss FY13 and FY14 budgets and spending.Superintendent’s Mid-Year Review and Performance Goals (report from the Admin. Committee): The Admin Committee discussed the superintendent’s mid-year review and one of the performance goals that was changed.

The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, March 18, 2013, in the Delano High School Media Center. The meeting was called to order by the chair at 7:00 PM with the following members in attendance: Johnson, Baker, Milano, Seguin, Durick, Black, and Larson. Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously): amendment to the agenda changing Program Review from Field Trip Request by Mr. Fitzer to Winter Activities Update by Mr. Lindquist.
PROGRAM REVIEW – Winter Activities Update – Mr. Lindquist
Mr. Lindquist gave an update on the Winter Activities.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 2-25-13, the current budget status with year to date adjustments, investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION FOR ACCEPTANCE OF GIFTS (approved unanimously)PERSONNEL (approved unanimously)
Board approved resignations from Desiree Helstrom, 7th Grade Math Applications Teacher and Kristine Cruikshank, DHS Spec Ed Teacher; recommendations of employment DHS JV Boys Lacrosse Coach, DMS Long-term Sub Teacher, DES Long-term Sub Para, DHS Long-term Sub Teacher, DES PT Spec Ed Teacher, DHS Asst. Track Coach and CE Asst. Basketball Coach; and leaves of absence for DMS Grade 5 Teacher and Youth Development Coordinator.

PUBLIC COMMENT
Matt Mittelstaedt of Mittelstaedt’s Services thanked the Board for the opportunity to submit a proposal for lawn mowing services.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Supt. Schoen reported on the MASA Workshops he attended and informed the Board he will be meeting with the Finance/Insurance Committee regarding the FY13 and FY14 budgets; Bus Mgr reported that the 5-year Financial Projection Plan has been updated.
Board heard reports from board members regarding MAWSECO, Wright Technical Ctr, Curriculum Advisory Council,Schools for Equity in Education (SEE), and DASA.
NEW BUSINESS
1. 2013-2014 Lawn mowing proposals: The Board awarded the contract for the 2013 and 2014 lawn mowing to 4.0 Services (approved unanimously).
2. Industrial Tech surplus items: The Board approved items submitted as surplus to be either recycled or sold (approved unanimously).

NOTICE TO CONTRACTORS
Sealed Bid Proposals for work indicated above will be received by the City of Delano Offices, City Hall, 234 2nd Street North, P.O. Box 108, Delano, Minnesota 55328, until 10:00 AM, Friday, April 30, 2013, after which time such bids will be publicly opened and read aloud at the Delano City Hall.
The work, in accordance with Drawings and Specifications prepared by Wenck Associates, Inc., 1800 Pioneer Creek Center, P.O. Box 249, Maple Plain, Minnesota 55359, consists of all labor, materials, tools, permits, bonds, machinery, equipment, and services including utility and transportation services necessary for:
In general, Work consists of street reconstruction, reclaim, mill and overlay, curb and gutter, and sidewalk construction.

• 58,000 sy Bituminous Pavement Reclaim
• 12,000 ton Wear Course Mix

Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified check made payable to the “CITY OF DELANO” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of ninety (90) days after the opening of bids, and, if awarded a contract, will enter into a contract with CITY OF DelanO; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within five days after the opening of bids.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in sealed envelopes with the following clearly inscribed on the outside: “Bid Proposal for: 2013 Infrastructure Improvements Project, City of Delano.” No bidder shall withdraw his bid, without the consent of the OWNER, for a period of ninety (90) days after the date for the opening thereof. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies. . A work history detailing qualifications and past experience shall be provided within 7 days if requested by OWNER.
